SUBJECT:

Resolution to appropriate and approve funds for Kautz Road Multi-Use Path project and execute Local Agency Agreement. The project limits falls under Ward 8.

 

PURPOSE:

To set aside funds for Kautz Road Multi-Use Path Project, approval of the funds thus appropriated and execution of Local Agency Agreement.

 

BACKGROUND:

In an effort to improve the pedestrian and bicyclist's environment for the residents, work groups, commuters and visitors, the City has been continually improving its bicycle facilities. Kautz Road Multi-Use Path project is yet another effort to get the path built in the dedicated Kautz Road ROW to facilitate better connections to the existing bike network system. The proposed project limits are between McCoy Drive and New York Street. The path will make connections to the newly constructed multi-use path on New York Street to its north and to its south it will connect to the existing Kautz Road bike path just south of McCoy Drive. The proposed path is an important missing link that has the potential to connect the southern bikeway network to the existing northern bikeway network.

The City staff had applied for Illinois Transportation Enhancement program (ITEP) grant and the federal grant was sanctioned in an amount of $438,720 with an 80/20 split (Fed/City share). The total cost of the project is estimated to be $ 548,400 with the City's 20% portion estimated to be around $109,680.

 

DISCUSSION:

The proposed Kautz path will provide connections to the existing bike paths at both its north and south ends. The path is proposed to run east through the Fox Valley Park District (FVPD) to connect to the existing path that connects to the bridge to get to Steck Elementary School and adjacent park. The path will also make connections to the adjacent Oakhurst Forest Preserve unpaved trails on to its west side thus forming a system of efficient bikeway network in the region. City has been coordinating with both Fox Valley Park District and Kane County Forest Preserve and both entities are supportive of the project and understand the work involved within their property limits.

The project construction cost is estimated to be $502,700.00 and the City's 20% share is $100,540.00. The construction engineering cost is estimated to be $45,700.00, the City is required to pay the 100% of construction engineering cost upfront, 80% of this amount (i.e. $ 36,560.00) should be reimbursed through the awarded Illinois Transportation Enhancement Program (ITEP) grant.

 

The 2016 budget provides funding for this project through the following accounts:

IMPACT STATEMENT:

 Contingency cost is anticipated with this project that may go up to $30,000.00 as part of City's share.

 

RECOMMENDATIONS:

Requesting to appropriate (20% local match construction and 100% construction engineering cost) and approve funds for Kautz Road Multi-Use Path Extension project and execute Local Agency Agreement.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City desires to be a bicycle friendly community through building a strong bike network system to encourage recreational use and as an alternative mode of transport; and

 

WHEREAS, Illinois Transportation Enhancement Program (ITEP) funds have been awarded for the Kautz Road Shared-Use Path Project; and

 

WHEREAS, the Local Agency Agreement, a copy of which is attached hereto and incorporated herein by reference, must be approved by way of appropriating 20% ($100,540.00) local match for construction and 100% ($45,700.00) for construction engineering funds for the Kautz Road Shared-Use Path Project; and

 

WHERAS, the FY 2016 Budget provides funds by way of the following accounts:
