This item is requesting a change order to Resolution R13-278 Replacement to the Upper Roof Structure of the Sci-Tech Building located at 18 W. Benton.
PURPOSE:
The Sci-Tech roof replacement was approved in October 2013. Work commenced in mid-November 2013. The work was suspended during the winter months after 50 % of the completion. The roof was secured for the winter months. During this period leaks would continue which are attributed to the sloping mansards and the drainage valleys. Two solutions were evaluated to stop the leaks. Replace the mansard roof which at this time is cost prohibitive, or the recommended option of lining the drainage valleys with the same roof membrane that is being installed on the new roof. The change order request is for $55,062.18. Work under the existing contract and resolution is underway.
BACKGROUND:
This project began with a 2013 decision package. In April 2013 a Roof Infrared Study was conducted. This problem was identified, but not included in the original scope of work. During the winter months leaks were inside of the building daily from this portion of the roof. This is a significant architectural and historical building in the downtown. Sci-Tech is used daily for pre-school and is a visitor destination. Several meetings with the contractors were held over the spring towards working to the most cost effective solution towards a remedy for these leaks.
DISCUSSION:
This change order would be with the current vendor/contract Tremco/Weatherproofing Technologies of Beachwood, Ohio. The local sub-contractor preforming the work is Olsson Roofing Company, Inc of Aurora, Illinois. There are no outstanding debts to the city by the vendor or the sub-contractor. The change order will be paid by fund 231-1710-417-38.05 (TIF#1Fund - Central business District Area). A budget transfer has been submitted to provide the $55,062.18 from account 215-1710-417.71-01
IMPACT STATEMENT:
This change order will resolve water leaks inside the structure on the walls and in display areas. The roof membrane has a fifteen (15) year warranty. The project is under the direction of Central services and is being administered by Superintendent Jim Birchall.
RECOMMENDATIONS:
I request approval to of the change order in the amount of $55,062.18 to line the drainage valleys of the mansard roof with the roof membrane for the Sci-Tech Roof Project.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, work commenced in November 2013 on this re-roofing project, however work was suspended during the winter months and during this period further investigation of roof leaks were conducted; and
WHEREAS, it is desirable to add an additional scope of work to the original contract in order to further provide leak protection for the roof; and
WHEREAS, a budget transfer has been requested in the amount of $55,062.18 from account 215-1710-417-71.01 to account 231-1710-417-38.05 for this change order.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that change order #1 from Weatherproofing Technologies in the amount of $55,062.18 for the Sci-Tech Roof Replacement Project is hereby approved, and the Director of Purchasing is hereby authorized to issue and sign the necessary orders to implement this work.
