A resolution to accept the quote from Pro-Tech, 1313 West Bagley road, Berea, Ohio 44017 to purchase 150 complete sets of Personal Protective Equipment for the Aurora Police Department, recommended to the Finance Committee on August 13, 2020.
PURPOSE:
To secure 150 sets of personal protective equipment for the Aurora Police Department. This protective equipment would be available for officers to use in the event of large protests and provide protection to those officers.
BACKGROUND:
Police Officers are trained to respond to all types of incidents within the community, this also includes demonstrations and protests. Historically, demonstrations held within the City of Aurora have been peaceful and conducted without incident. Nevertheless, police officers have to train and be equipped to respond.
Providing this protective gear can help ensure the safety of all participants and reduce the risk of injury. From a Risk Management perspective, the provision of this protective gear is a prudent expense that could reduce injuries to our first responders in the event of a significant event.
The Aurora Police Department currently has approximately 50 sets of protective gear and 307 sworn officers.
DISCUSSION:
The protective gear will offer a higher level of protection to any of our police officers who have to respond to a violent protest or demonstration. The equipment would be utilized for officer protection at most demonstrations, peaceful or otherwise. Demonstrations are dynamic, organic events, the goal is to provide our personnel with the equipment they need to be prepared at all times.
The funds needed to make this purchase are recommended to be used from the SHAPE fund, which is normally used for vehicles and capital equipment. Due to the COVID 19 Pandemic, we have deferred a large portion of vehicle purchases, including police vehicles, and therefore sufficient funds are available without a budget amendment.
This item did not go out to formal bid, however, three competitive, informal bids are attached for your review. This was done due to the fact that we could potentially face another large demonstration in the very near future; given the current level of civil unrest sweeping the nation. Additionally; protests are still being conducted in and around the City of Chicago, which is in close proximity to the City of Aurora.
Pro-Tech provided the lowest responsible bid of the three bids received.
This was not a budgeted expense. Funding for this will be from the SHAPE fund is 255-3536-421.38-01 Equipment Account and a transfer of $88,583.00 will be made from 255-3536-421.66-02 Automotive - Marked Squads Account.
IMPACT STATEMENT:
The impact of having this additional protective gear will provide Aurora Police with an added level of protection. Having officers available during such an event impacts the entire community as police are tasked with maintaining order and providing security for the peaceful protests, while also protecting our citizens as well as private and public property.
RECOMMENDATIONS:
I would recommend the Public Health, Safety and Transportation Committee approve the purchase of 150 sets of Personal Protective Equipment form Pro-Tech for the Aurora Police Department.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The Aurora Police Department desires to purchase 150 sets of Personal Protective Equipment to provide a higher level of protection to our police officers who are tasked with dealing with large and potentially violent protests:
WHEREAS, A quote from Pro-Tech indicating the cost of 150 sets of Peraonal Protective Equipment is $88,733.00, Pro-Tech, 1313 West Bagley Road, Berea, Ohio 44017 provided the lowest, most responsible bid of three informal bids received; and
WHEREAS, in accordance with City of Aurora Code of Ordinances, Section 2-335 (a) (6), when the expense thereof will exceed twenty-five thousand dollars ($25,000.00), may be undertaken or constructed by contract or agreement without advertising for bids if authorized by a vote of three-fifths (3/5) of the members of the city council then holding office; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: to grant authorization to purchase 150 sets or Personal Protective Equipment from Pro-Tech, 1313 Bagley Road, Berea, Ohio 44017 for the Aurora Police Department.
