Resolution to award a contract to Copenhaver Construction, Inc. in the amount of $84,160.00 for the Borealis Terrace Driveway, Sidewalk, and Drainage Improvements project in Ward 1.
PURPOSE:
To reduce the frequency and severity of flooding in the Borealis Terrace neighborhood.
BACKGROUND:
The Borealis Terrace neighborhood has experienced drainage issues for some time. Drainage improvements in 2014-2015 re-directed stormwater away from the neighborhood, which has reduced the severity of flooding, but drainage problems persist and additional improvements can be made. See Exhibit A for a project location map.
The Borealis Terrace Driveway, Sidewalk, and Drainage Improvements project was publicly advertised for bids. Exhibit B is the project advertisement. The bids were received, opened, and read aloud on September 12, 2018. The four bids are tabulated in Exhibit C. Exhibit D is a copy of the low bid from Copenhaver Construction, Inc. of 75 Koppie Drive, Gilberts, IL 60136.
DISCUSSION:
The bid from Copenhaver Construction, Inc. was the lowest responsible bid. The BGI Committee Projects account (Project B010 account 280-1852-512.81-01) has a remaining balance of $189,788.70.
IMPACT STATEMENT:
During construction, sections of Constellation Drive and Austin Avenue will be closed to through traffic and residents will temporarily lose driveway access.
RECOMMENDATIONS:
Staff recommends the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Borealis Terrace Driveway, Sidewalk, and Drainage Improvements project will reduce the frequency and severity of flooding in the Borealis Terrace neighborhood; and
WHEREAS, the proposed project has been publicly advertised and bid in conformance with City procedures; and
WHEREAS, Copenhaver Construction, Inc. of 75 Koppie Drive, Gilberts, IL 60136 provided the lowest responsible bid out of four (4) bids received; and
WHEREAS, project B010 account 280-1852-512.81-01 has sufficient funds for this project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the award of a contract to Copenhaver Construction, Inc. in the amount of $84,160.00 for the Borealis Terrace Driveway, Sidewalk, and Drainage Improvements project is hereby approved and the Director of Purchasing is hereby authorized to enter into such a contract on behalf of the City.
