SUBJECT:

A Resolution to award the Indian Trail West Water Main Replacement project located in Ward 5 to Gerardi Sewer & Water Co., 1785 West Armitage Ct., Addison, Illinois 60101 in the bid amount of one million, two-hundred sixty-three thousand, six hundred thirty-nine Dollars and seventy-five Cents ($1,263,639.75).

 

PURPOSE:

To replace the existing 6" water main that has a long history of breaks in this area.

 

BACKGROUND:

The location of this water main to be replaced can be seen in the attached Exhibit A - Location Map.  Lead water services will be fully replaced up to the water meters. Closures of entrances to residences will be kept to a minimum during construction.

 

DISCUSSION:

Nine bids were received, opened, and read aloud on February 1, 2023.  The bid tabulations can be seen in the attached Exhibit C. The lowest responsible bid in the amount of $1,263,639.75 was submitted by Gerardi Sewer & Water Co. The water main improvements will be funded with account 510-4058-511-73-02 (IC076 & IC080) which has a 2023 budget amount of $11,950,000.00. Also included as Exhibits B & D are the advertisement for bid and Gerardi Sewer & Water Co.'s submitted bid.

 

This project was subject to the Local Preference Ordinance, however no local contractors submitted.

 

IMPACT STATEMENT:

There will be lane closures on each of these local roads during the duration of the project.  Water shutdowns during the project will be planned and residences will be notified to minimize impact.  Impacts to traffic and residents will be kept to a minimum.

 

RECOMMENDATIONS:

I request the proposed resolution awarding the contract to Gerardi Sewer & Water Co. in the amount of one million, two-hundred sixty-three thousand, six hundred thirty-nine Dollars and seventy-five Cents ($1,263,639.75) be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the water main replacement will address water main along Adobe Drive and Alameda Drive which have a recent history of breaks; and

 

WHEREAS, Gerardi Sewer & Water Co., submitted the lowest responsible bid out of 9 bids received, opened and read aloud on February 1, 2023; and

 

WHEREAS, the water main improvements ($1,263,639.75) have been funded in the 2023 budget within account 510-4058-511.73-02 ($11,950,000.00, IC076 & IC080).

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Gerardi Sewer & Water Co., 1785 West Armitage Ct., Addison, Illinois 60101 in the amount of one million, two-hundred sixty-three thousand, six hundred thirty-nine Dollars and seventy-five Cents ($1,263,639.75).
