PURPOSE:

A Parking Study for Prairie Street in the 1000 block to determine the necessity of the existing NO PARKING signage on the north side.

BACKGROUND:

A request was submitted by business owner on the southwest corner of Prairie Street and Hartford Avenue to reconsider the existing No Parking signage on the north side of Prairie Street.

DISCUSSION:

Prairie Street is classified as a Major Collector with a speed limit of 30 mph.

The new building parking lot has 28 on-site parking spaces including two Handicap spaces.  The remainder of patrons park on the surrounding streets.  Hartford Avenue runs south from Prairie Street, where it leaves the city at White Avenue.  There is limited parking of four spaces at the new curb on the west side by the Spartan House.  The east side has no curb and therefore no proper parking.

Prairie Street is signed No Parking This Side on the block directly to the north of the new building.  Parking is available to the east and west of this restricted block in front of several residential houses.  The south side of Prairie Street allows curb side parking but is limited due to entrances to businesses.  The south side to the east of Hartford Avenue is mostly residential houses with parking available to S. Elmwood Drive and beyond.

Residential Parking to the north of Prairie Street is available on S. Elmwood Drive, Ingleside Avenue, S. Fordham Avenue, S. Commonwealth Avenue, and LeGrande Avenue.

IMPACT STATEMENT:

Operations would be responsible for removing the No Parking Any Time signage on the north side of Prairie Street.

RECOMMENDATIONS:

Staff recommends removing parking restrictions on the north side of Prairie Street, except for existing yellow curb near intersections.
