SUBJECT:
A resolution to award the High Street and Pierce Street Intersection Water Main Improvements, located in Ward 1, to Superior Excavating Co., in the bid amount of sixty-three thousand four hundred eighty-seven dollars and zero cents ($63,487.00).
PURPOSE:
Minor water system improvements are required to provide water main looping in this area.
BACKGROUND:
The location of the water main to be replaced can be seen in the attachment, Exhibit A - Location Map. This intersection serves as the boundary of the City’s high and normal water pressure systems. The water main on N. Root Street and Reising Street was upsized and extended in late 2023 and this final step is needed to finish the improvements in this area. The proposed improvements will provide a looped water main and eliminate the dead end situations that are currently experienced by the restaurant at 560 High Street and along N. Root & Reising streets within the previous project limits.
DISCUSSION:
A total of eight responsive bids were received on March 12, 2025. Attached as Exhibit B is the bid tabulation showing the unit prices submitted by each contractor. The posted bid documents and Superior Excavating Co.'s submitted bid can be seen in the attached Exhibits C & D. The lowest responsible bid received was in the amount of $57,487.00 by Superior Excavating Co. A contingency was not included in the original bid, so a contingency of $6,000.00 (10.4%) has been added to the lowest bid amount to cover any unexpected surprises encountered during construction. The water main improvements will be funded with account 510-4058-511-73-02 (IC076) which has a 2025 budget amount of $4,150,000.00.
This project was subject to the Local Preference Ordinance, however no local contractors submitted.
IMPACT STATEMENT:
There may be temporary roadway closures in all directions from the intersection during working hours for the week or two of construction duration. Water shutdowns during the project will be planned and coordinated with the residents affected. Water is not intended to be disrupted for the two businesses south of the intersection and staff will work with them to limit the impacts of the temporary detours.
RECOMMENDATIONS:
I request the proposed resolution awarding the contract to Superior Excavating Co. in the bid amount of sixty-three thousand four hundred eighty-seven dollars and zero cents ($63,487.00) be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, minor water system improvements are required to provide water main looping in this area; and
WHEREAS, Superior Excavating Co., submitted the lowest responsible bid out of eight responsive bids received on March 12, 2025; and
WHEREAS, the water main improvements ($63,487.00) have been funded in the 2025 budget within account 510-4058-511.73-02 (IC076) ($4,150,000.00).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Superior Excavating Co., in the bid amount of sixty-three thousand four hundred eighty-seven dollars and zero cents ($63,487.00).
