A Resolution authorizing the appointments of management personnel within the Community Affairs Department.
DISCUSSION:
The Community Affairs Department and positions of Chief Communications and Equity Officer and the Director of Equity, Diversity & Inclusion are new and part of the amendment set forth in Legistar item 21-0508. The Director of Communications position was recently vacated due to a personnel promotion.
This resolution will authorize the appointments to the Community Affairs Department. Job descriptions, notices of appointment and resumes for the external hires are attached.

A Resolution Approving the Appointments of Management Personnel within the Community Affairs Department.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Chapter 2 of the Code of Ordinances provides that the Mayor, shall, with the approval of the City Council, appoint the officers of the City and heads and assistant heads of the departments and divisions of the City; and
WHEREAS, in accordance with Chapter of the Code of Ordinances, the Mayor has notified the City Council of the appointment of Clayton Muhammad as the Chief Communications and Equity Officer (Exhibit A), and has requested the City Council’s approval of said appointment; and
WHEREAS, in accordance with Chapter of the Code of Ordinances, the Mayor has notified the City Council of the appointment of Michele Williams as the Director of Equity, Diversity & Inclusion (Exhibit B), and has requested the City Council’s approval of said appointment; and
WHEREAS, in accordance with Chapter of the Code of Ordinances, the Mayor has notified the City Council of the appointment of Tony Martinez as the Director of Communications (Exhibit C), and has requested the City Council’s approval of said appointment;
WHEREAS, having reviewed the descriptions for each position to be filled by a person nominated by the Mayor, the City Council finds that each appointee possesses the necessary technical training or knowledge of the position to which the appointee has been nominated and otherwise qualified for appointment.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows that the appointments of the individuals listed in Exhibits A-C of this resolution shall be and hereby are approved.
