A resolution to allow the Director of Procurement to execute a contract with Swallow Construction Corporation, 4250 Lacey Road, Downers Grove, IL 60515 in the amount of two hundred twenty-seventy thousand four hundred forty-three dollars and fifty cents ($227,443.50) for the Phoenix Court Storm Sewer Extension and Water Main Replacement project located in Ward 1. See the attached Exhibit A for a location Map.
PURPOSE:
To execute a contract with Swallow Construction Corporation to extend storm sewer 380 feet on Phoenix Court and replace 500 feet of water main between High Street and Mountain Street.
BACKGROUND:
The water main on Phoenix Court has a history of breaks and requires replacement. An easement was obtained from the Phoenix Club to replace the water main between Phoenix Court and Mountain Street on their property. There is currently only one storm inlet serving Phoenix Court and it is connected to the combined sewer system. The installation of 380 feet of storm sewer and 5 storm structures will more adequately serve the drainage needs of Phoenix Court and remove that area from the combined sewer system. This project was advertised publicly and the bids were received, opened, and read aloud on April 12th, 2017. A copy of the advertisement is included as Exhibit B. A tabulation of the eight bids received is included as Exhibit C. A copy of the low bid from the Swallow Construction Corporation is included as Exhibit D.
DISCUSSION:
This project will benefit the residences and businesses located on Phoenix Court by reducing the inconveniences experienced when the water main breaks and improve the local drainage. This project is budgeted for in 2017 with $154,641.50 to be paid from account number 510-4058-511-73-02 (CIP IC076) and $72,802.00 to be paid from account number 281-1852-512-81-31 (CIP B046). The low bidder, Swallow Construction Corporation, has successfully completed similar projects for the City in the past.
IMPACT STATEMENT:
During construction, access on Phoenix Court will be limited during the day but restored at the end of each work day. There is a second access to Phoenix Court via the Phoenix Club's parking lot adjacent to Mountain Street. Residents will be notified of any temporary access restrictions. In addition, there will be minor inconveniences due to water shut downs. Residents and the Phoenix Club will be notified in advance of any shutdowns, which are generally limited to only a few hours during the day.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the water main requires replacement due to a history of breaks; and
WHEREAS, a storm sewer extension is warranted because this area has an inadequate drainage system that is connected to the combined sewer system; and
WHEREAS, the proposed improvements have been publicly advertised and bid in conformance with City procedures; and
WHEREAS, eight conforming bids were received and read aloud on April 23th, 2017, with Swallow Construction Corporation, 4250 Lacey Road, Downers Grove, IL 60515 submitting the lowest responsible bid in the amount of $227,443.50; and
WHEREAS, this project is budgeted for in 2017 with $154,641.50 in account number 510-4058-511-73-02 (CIP IC076) and $72,802.00 in account number 281-1852-512-81-31 (CIP B046).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the contract with Swallow Construction Corporation in the amount of two hundred twenty-seventy thousand four hundred forty-three dollars and fifty cents ($227,443.50) for the Phoenix Court Storm Sewer Extension and Water Main Replacement project is hereby approved.
