SUBJECT:
Resolution authorizing the Mayor and City Clerk to execute a not-to-exceed agreement for Preliminary  Assessment and Design Phase Engineering Services in the amount of $37,000 between Crawford, Murphy & Tilly, Inc. and the City of Aurora for the Airfield Signage Rehabilitation Project at the Aurora Municipal Airport.
 
PURPOSE:
To obtain approval to enter into an agreement with Crawford, Murphy and Tilly, Inc. to provide Preliminary Assessment and Design Phase Engineering.
 
BACKGROUND:
This project is needed to replace the airfield signage that does not meet the requirements of the FAA.  This project will also remove and reconfigure non-current pavement markings.
Once completed, the airfield will comply with the most current FAA Advisory Circular AC No. 150/5340-1L.
 
DISCUSSION:
This project will be funded using the Federal FY-2015 Non-Primary Entitlement Funds - $148,500, State Apportionment (Federal Funds) - $295,200, State Match - $24,650 and Local Match - $24,650.
 
This consultant engineering work will count toward our local match and will be paid for out of account no. 504-1810-433.73-25, CIP project #D041 in the 2015 fiscal year budget.
 
This project is anticipated to be on the June 2015 Illinois Department of Aviation letting.
 
 
IMPACT STATEMENT:
This project should have no adverse impact to the City of Aurora and should reduce the ongoing cost of maintaining the airport infrastructure.
 
RECOMMENDATIONS:
We respectfully request that you forward this agreement to the Finance Committee for their review and favorable recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, the City of Aurora owns, operates and maintains the Aurora Municipal Airport; and
 
WHEREAS, the City of Aurora desires to rehabilitate the airfield signage and pavement markings at the Aurora Municipal Airport; and
 
WHEREAS, the Airfield Signage Rehabilitation Project will be funded by Federal, State and Local monies with the City of Aurora's share being 5% of the total estimated project cost of $493,000; and
 
WHEREAS, funds expended for engineering services shall count toward the local share; and
 
WHEREAS, the 2015 City Budget provides for adequate funding for this project in account 504-1810-433.73-25.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized and directed to approve the not to exceed agreement in the amount of $37,000 for preliminary assessment and design phase engineering services between Crawford, Murphy & Tilly, Inc. and the City of Aurora for the Airfield Signage Rehabilitation Project at the Aurora Municipal Airport.
