A Resolution Authorization for the purchase of Bulk Rock Salt from Morton Salt Inc., Chicago, IL, in the amount of $68.71 and from Compass Minerals America, Inc., Overland Park, KS in the amount of $70.46 per ton for the 2025-2026 winter season.
PURPOSE:
To obtain City Council approval for the purchase of bulk rock salt in the amounts of $68.71 & $70.46 per ton from Morton Salt Inc. and Compass Minerals America, Inc., under the State of Illinois Joint Purchasing Agreement Bid for the 2025-2026 winter season.
BACKGROUND:
The bulk rock salt is used during snow operations to melt snow and ice from City streets. Street Department will divide salt purchases between the DuPage County DOT and the State of Illinois Joint Purchasing Agreements. Dividing our salt orders between the two agencies allows the department, during winter snow operations, the possibility for multiple suppliers and different pricing for the winter season.
DISCUSSION:
The City of Aurora, IL anticipates purchasing from Morton Salt Inc of approximately 5,000 tons of bulk rock salt for the 2025-2026 winter season.
Local preference does not apply since we are participating in a Joint Bid through the State of Illinois.
$650,000 has been budgeted for this expense under account 203-4060-431.65-32.
IMPACT STATEMENT:
Road salt assists in the improvement of driving conditions for vehicular traffic when winter weather conditions become substandard. A City Council denial for purchases would result in an increase of vehicular accidents and the lack of response time for emergency vehicles.
RECOMMENDATIONS:
Street Department requests City Council approval for the purchase of bulk rock salt in the amounts of $68.71 per ton from Morton Salt Inc., Chicago, IL, and $70.46 per ton from Compass Minerals America, Inc., Overland Park, KS for the Division of Street Maintenance under the State of Illinois bid.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora has an established winter roadway maintenance program; and
WHEREAS, the State of Illinois provides a service for local government units to participate in a joint purchase of bulk rock salt which provides greater efficiencies of scale resulting in lower cost per unit; and
WHEREAS, Morton Salt Inc., Chicago, IL has agreed to furnish 5,000 tons of bulk rock salt split between two vendors at the prices of $68.71 from Morton Salt Inc., Chicago, IL, and $70.46 per ton from Compass Minerals America, Inc. Overland Park, KS; and
WHEREAS, 2025 dollars have been appropriate for this expenditure in account 203-4060-431.65-32 in the amount of $650,000.00.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: approving the purchase of bulk rock salt in the amounts of $68.71 from Morton Salt Inc., Chicago, IL, and $70.46 from Compass Minerals America, Inc., Overland Park, KS, for the Division of Street Maintenance under the State of Illinois Joint Purchasing Agreement Bid for the 2025-2026 winter season.
