A Resolution Authorizing the Mayor to Execute the Engineering Agreement with HR Green, Inc.
PURPOSE:
To authorize the engineering agreement with HR Green to provide Phase I and Phase II Engineering Services for the Lake Street median improvements from Indian Trail to Illinois Avenue.
BACKGROUND:
The State of Illinois and the City of Aurora are desirous of making improvements along Lake Street including replacement of the median barrier curbs, street lighting and landscaping. The City Council approved the Joint Agreement on May 26, 2015 (R15-135) to provide State funds for construction. The City will front fund the cost and the State will reimburse the City 80% for the construction costs of the improvement up to a maximum amount of $475,000.
DISCUSSION:
The City is required to prepare plans and specifications, receive bids, award the contract and furnish the inspection during construction. The city intends to bid the project and complete construction this year. HR Green will provide design engineering services as detailed in the Agreement noted as Exhibit 'A' for a complete set of plans to be reviewed, approved and permitted by IDOT in an amount not to exceed $63,880.28 in Account 203-4460-431-76-67 (MFT).

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, it is necessary and desirable to have an Engineering Agreement to prepare Plans and Specifications for the Lake Street Median Improvements Project, and
WHEREAS, there is a need for an Engineering Agreement with HR Green, Inc., 420 N. Front Street, McHenry, IL in an amount not to exceed $63,880.28, a copy of which Agreement is attached hereto and incorporated herein as Exhibit 'A'; and
WHEREAS, the Joint Agreement with IDOT and the Motor Fuel Tax Appropriation was approved by City Council on May 26, 2015 by Resolution R15-135, and
WHEREAS, the 2016 City Budget provides $63,880.28 for this item in account no. 203-4460-431-76-67 (MFT) for this Agreement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor is hereby authorized to execute the Engineering Agreement with HR Green, Inc. as set forth in Exhibit 'A'.
