SUBJECT:
Update hydraulic systems, elevator door, and hardware for the City Hall Elevator. This will include new elevator cab, interior finishes, as well as electrical and fire alarm upgrades.
PURPOSE:
We need to make the City Hall elevator modern, safe and dependable during operation of the elevator. Includes a new maintenance contract. This elevator is 1 of 2 remaining elevators from the 1960's that remains in service.
BACKGROUND:
We have had repeated problems with the City Hall elevator. The elevator was built in the 1960's with a control system that is extremely hard to get parts for. We have made numerous repairs and due to the old control system, we are spending a lot of money on maintaining this elevator. It is in need of an upgrade.
DISCUSSION:
This project will be completed through the Naperville Cooperative Job Order Contract Program. The work will be performed by F.H. Paschen, S.N. Nielsen and Associates, LLC of Chicago, IL in the amount of $158,265.84. The anticipated 2016 budget shall provide adequate funding in account number 101-1710-417-38-05.
IMPACT STATEMENT:
This project will have an impact on all departments and public that access or use City Hall beyond the 1st floor. The elevator will be out of service for 15 working days with 2 full time shifts each day to minimize the amount of time that the elevator will be out of service. To minimize the impact we will make accommodations for any physically handicap persons that are in need of assistance by having a representative on the 1st floor of City Hall for all Parking and Administrative Hearings. The Committee of the Whole meetings scheduled for April 5, 2016 will have elevator access from 4:00 p.m. through 7:00 p.m., and the City Council meetings scheduled for April 12, 2016 will have elevator access available from 5:00 p.m. through 7:00 p.m.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City Hall elevator has not been upgraded since the 1960's. We have made numerous repairs to the City Hall elevator and due to the old control system, we are spending a lot of money on maintaining this elevator. It is in need of an upgrade.
WHEREAS, under the City of Naperville Job Order Program, F.H. Paschen, S.N. Nielsen & Associates, LLC, Chicago, IL provides the most economical completion of this project and pursuant to 30 ILCS 525, the City of Aurora is authorized to participate in a cooperative contract program; and
WHEREAS, the anticipated 2016 budget provides for the expenditure of $158,265.84 through account number 101-1710-417-38-05.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Approval of the modernization of the City Hall elevator located at 44 E. Downer Place in the amount of $158,265.84 and further authorizes the Director of Purchasing for the City of Aurora to execute all purchase orders and requirements for the project.
