A Resolution authorizing a five-year amendment to the original agreement for electronic citation and administrative hearing adjudication software from Quicket Solutions, Chicago, IL, for an amount not to exceed $524,440.00.
PURPOSE:
The City seeks to amend the original contract approved by Resolution R22-109 to continue to provide electronic citation ticketing and adjudication processes from Quicket Solutions (Quicket) One electronic citation and administrative hearing adjudication system has been used city-wide for five years and has standardized the process among the several city departments that issue citations and has helped ensure citations are all adjudicated in to the same standard.
BACKGROUND:
Prior to implementing the Quicket solution, Aurora police officers issued traffic citations manually using pen and paper. Each violation required a separate citation, resulting in repetitive entry of the same information. Citations were written on a four-part carbon copy form: one copy for the court clerk, one for police records, and two for the violator. Officers also had to re-enter the same data into a separate computer program used to track state-mandated traffic stop demographic information.
In addition to the police department, various other city departments issued citations using different systems. These departments were able to adopt the new electronic citation system for ordinance violations, creating greater consistency across departments and enabling the use of a centralized online payment portal.
The Law Department was also seeking a single system to manage the adjudication of administrative hearings for ordinance violations citywide. The Quicket solution includes an adjudication module that will be utilized for all administrative hearings.
Existing police department laptops and in-car printers are fully compatible with the electronic citation software, allowing for seamless integration into current operations.
DISCUSSION:
Although the first five years of the Quicket solution have been successful-and even expanded to include a major enhancement for towing services-city staff have identified areas requiring improvement.
One key need is a more traditional export format from Quicket for import into Naviline. This enhancement will allow staff to process payments using familiar, established workflows consistent with those used for other third-party systems such as parking and golf course fee processing.
An additional need is to provide exports from Quicket that can be imported into TRAKiT for to eliminate duplicate entries by Property Standards.
Annual fees for Quicket are shown below:
Year 1: $92,000 Software Subscription plus $36,000 Professional Services
Year 2: $94,760 Software Subscription
Year 3: $97,603 Software Subscription
Year 4: $100,530 Software Subscription
Year 5: $103,547 Software Subscription
5-Year total cost: $524,440.00
A budget amendment will be submitted to 101-1280-419.38.11 for the increase in fees for 2026 and the remaining fees will be added to the 2027 budget and beyond.
IMPACT STATEMENT:
Without a fully electronic citation and adjudication solution in place city-wide, the current varying manual processes will remain in place, resulting in decreased efficiency and increased risk of errors.
RECOMMENDATIONS:
That the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, a new electronic citation and adjudication solution was approved and awared to Quicket Solutions via R22-109; and
WHEREAS, increased efficiency and accuracy in citation issuing and adjudication of ordinance violations has been achieved; and
WHEREAS, city staff desires to extend the existing agreement with Quicket; and
WHEREAS, a budget amendment will be submitted to 101-1280-419.38.11 for the increase in fees for 2026 and the remaining fees will be added to the 2027 budget and beyond.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing shall be and hereby is authorized to execute on behalf of the City, a purchase order and a contract amendment to Quicket Solutions for such subscription consistent with this Resolution and substantially in the form as set forth in the exhibits attached hereto.
