PURPOSE:
This Resolution will approve the Engineering Agreement and Appropriate Motor Fuel Tax (MFT) funds for Design of this Project
 
BACKGROUND:
Farnsworth Avenue is classified as an Arterial Roadway that carries approximately 26,000 average daily traffic (ADT).   A portion of Farnsworth Avenue between Sheffer Road and Mountain Street has a history of flooding, which has required Farnsworth Avenue to be temporarily closed.  The most recent closure of Farnsworth Avenue due to flooding occurred in April, 2013.
 
Based on topographic information, site visits and preliminary analysis, there are several factors that contributed to flooding including large amounts of un-detained runoff from commercial properties to the west, undersized storm sewer, an existing low point in the roadway and elevated flood waters within Indian Creek that surcharges the storm sewer.
 
In order to obtain a higher level of flood protection and improve this section of Farnsworth Avenue, the City proposes the following improvements: construction of a new storm sewer main line, installation of additional inlet structures, re-routing of the storm sewer outfall, replacing curb and gutter, raising the centerline profile, constructing a bridge at Indian Creek to replace the culverts and resurfacing the street.
 
The culverts (three 7 foot diameter pipes) that cross Farnsworth Avenue just north of Mountain Street are in very poor condition.  The most recent inspection report concludes a sufficiency rating of 52 making them eligible to be replaced with Federal Bridge Funds.  The City has applied to IDOT for Federal funds that would pay 80% of the construction costs for a new bridge at this location.
 
 
DISCUSSION:
Engineering Enterprises, Inc. (EEI) is designing the storm sewer and roadway under their current agreement approved by Resolution R13-003.  
 
EEI has been requested to continue designing the proposed improvements and prepare final plans and specifications according to IDOT and Federal procedures anticipating approval of federal funds for the bridge portion of this project.  The attached Engineering Agreement (Exhibit 'A) in the amount of $435,614.29 is for all engineering work including Drainage Reports, Environmental Studies, Project Notifications, Permitting (IDNR, KSWCD, ACOE and IEPA), Structural Engineering, Right of Way Acquisitions and related items required for an IDOT letting. Engineering will be completed within 18 months and the project is anticipated to be bid in 2015.
 
IDOT also requires a Resolution to appropriate MFT funds prior to their expenditure for approved projects.  The Resolution for Improvement - BLR 09111 (Exhibit 'B') appropriating $450,000 of MFT funds for this project is also attached.
 
IDOT required 5 copies of the agreement with original signatures and 2 copies of the MFT Resolution.  The 2014 Budget provides $450,000 for this item in account no. 203-4460-431-76.35 (Motor Fuel Tax Funds).
