SUBJECT:

A Resolution Authorizing the Execution of a Historic Preservation Grant Agreement with Michael Lord for the property at 238 Lawndale Avenue  (Michael Lord- L15-01074 / AU15/3-15.290-HP/GR - JH - Ward 6 ).  

 

PURPOSE:

Attached is a resolution authorizing the execution of a Historic Preservation Grant Agreement with Michael Lord for the property at 238 Lawndale Avenue in the Riddle Highlands Historic District. Pursuant to the Agreement Michael Lord will receive a 40% reimbursement up to $2,500.00 toward the renovation of the building including, priming, reglazing, restoring, and repainting windows and storm windows. Funding for the reimbursement will come from the ----Capital Improvement Fund A.  

 

BACKGROUND:

The Subject Property is located at 238 Lawndale Avenue and is currently utilized as a single-family residence with R-1 One Family Dwelling zoning. The property is generally located at the southeast corner of Lawndale Avenue and Wilder Street.

 

The details of the proposal includes restoring 21 wood windows and storm windows. Restoration includes scraping, sanding, priming, reglazing, and repainting. Broken glass and deteriorated sash cords will be replaced. The property is within the Riddle Highlands Historic District and the primary structure is of primary significance to the district. The home was built c. 1931 and is in the Colonial Revival Style. The building is owner-occupied. The applicant just purchased the property in 2014 and has completed substantial work already to help rehabilitate the building. DISCUSSION:

Staff has reviewed the grant application and have determined that it meets the applicable codes and ordinances. The proposal is consistent with the City of Aurora Historic Districts and Landmarks Guidelines. 

 

POLICIES AND GUIDELINES:

The Staff’s Evaluation and Recommendation are based on the following section(s) of the City of Aurora Historic Districts and Landmarks Guidelines:

Chapter “Windows,” Bullet E “Windows shall be repaired rather than replaced,”

Bullet F “Windows should be repaired with materials to match the original,” and Bullet H “Windows may have screens and/or storm windows.”  

 

RECOMMENDATIONS:

Historic Preservation Commission recommends approval of the resolution authorizing the execution of a Historic Preservation Grant agreement with Michael Lord in an amount not to exceed 40% reimbursement up to $2,500.00 to be funded from Capital Improvement Fund A340-1840-463.50-43 OTHER SC-SPECIAL PROGRAMS / GRANT/PROPERTY REHAB.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, on November 18, 2015, Michael Lord filed with the City of Aurora a request for a Preservation Grant for certain property within the City of Aurora and the Riddle Highlands Historic District; and

 

WHEREAS, on December 2, 2015 , the Historic Preservation Commission reviewed said request and recommended that the City enter into a Preservation Grant Agreement pursuant to said request; and

 

WHEREAS, for reasons set forth in the Preservation Grant Agreement, attached hereto and incorporated herein as Exhibit “A”, the City and Michael Lord wish to enter into said attached Agreement for restoration work at 238 Lawndale Avenue; and

 

WHEREAS, the City Budget contains sufficient funds, in excess of the amount of $2,500.00 for this Agreement in Account Number 340-1840-463.50-43 OTHER SC-SPECIAL PROGRAMS / GRANT/PROPERTY REHAB in order to provide all the necessary funding for the project; and

 

WHEREAS, on December 10, 2015, the Planning and Development Committee of the Aurora City Council reviewed said Preservation Grant Agreement and the before mentioned recommendations and recommended APPROVAL of said petition; and   

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby authorizes the Mayor and City Clerk to execute the Preservation Grant Agreement attached hereto as Exhibit "A".
