A resolution to award the East New York Street Water Main Replacement project located in Wards 2 and 7 to Swallow Construction Corporation, 490 Topsoil Drive, West Chicago, IL 60185 in the bid amount of two million, two hundred eighteen thousand, seven hundred three dollars and fifty-five cents ($2,218,703.55).
PURPOSE:
To replace the 6" and 12" water main along East New York Street from Ohio Street to Edgewood Avenue.
BACKGROUND:
The location of the water main to be replaced can be seen in the attached Exhibit A - Location Map. This water main has had numerous breaks in the past several years and are being replaced prior to roadway resurfacing in 2022. Closures of residential and commercial driveways will be kept to a minimum during construction. Lane closures will be needed through the duration of the project.
DISCUSSION:
Eight total bids were received, opened, and read aloud on January 26, 2022. The bid tabulation can be seen in the attached Exhibit B. The lowest responsible bid in the amount of $2,218,703.55 was submitted by Swallow Construction Corporation. The water main improvements ($2,218,703.55) will be funded with account 510-4058-511-73-02 (IC076) which has a 2022 budget amount of $5,858,400.00. Also included as Exhibits C, D, E & F are the Advertisement for Bid, Swallow Construction Corporation Submitted Bid, Addendum No. 1 and Addendum No. 2.
This project was subject to the Local Preference Ordinance, however no local contractors submitted.
IMPACT STATEMENT:
There will be two lanes closed throughout the duration of the project on East New York Street as well as periodic lane closures on Ohio Street, Trask Street, Loucks Street, Sumner Avenue, Kendall Street, Calhoun Street, Farnsworth Avenue and Vermont Avenue. Temporary road closures may be periodically needed and will be kept to a minimum. Water shutdowns during the project will be planned and coordinated with the local businesses and residences to minimize impact. Impacts to traffic and local residents will be kept to a minimum.
RECOMMENDATIONS:
I request the proposed resolution awarding the contract to Swallow Construction Corporation, in the amount of two million, two hundred eighteen thousand, seven hundred three dollars and fifty-five cents ($2,218,703.55) be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the water main replacement will address water main along East New York Street which have a recent history of breaks;
WHEREAS, Swallow Construction Company, submitted the lowest responsible bid out of 8 bids received, opened and read aloud on January 26, 2022;
WHEREAS, the water main improvements ($2,218,703.55) have been funded in the 2022 budget within account 510-4058-511-73-02 ($5,858,400.00, IC076);
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Swallow Construction Corporation, 490 Topsoil Drive, West Chicago, IL 60185 in the amount of two million, two hundred eighteen thousand, seven hundred three dollars and fifty-five cents ($2,218,703.55).
