SUBJECT:

Request authority to purchase 15 new Zoll X series Cardiac Monitor/Defibrillators and necessary accessories to replace the 12 year old Philips monitors/defibrillators currently in use in the Fire Department.

 

PURPOSE:

The fire department provides Advanced Life Support (ALS) ambulance service for the City of Aurora. The department seeks to replace the current Philips monitors with new Zoll X series cardiac monitor/defibrillators.  The current Philips monitors are well beyond the recommended service life for cardiac monitor/defibrillators.

 

BACKGROUND:

The department has researched and performed field trials of Physio-control, Zoll and the currently owned Philips monitors.  The field trials were a minimum of 30 days. The recommendations of the paramedics involved in the trails were to purchase the Zoll cardiac monitor/defibrillators. The purchasing would be through the Silver Cross cooperative and was reviewed by the COA purchasing department..

 

DISCUSSION:

  We wish to purchase the Zoll cardiac monitors for following reasons.  While all products offer CPR feedback, the Zoll CPR feedback is integrated with the pads that are put on the patient rather than an additional piece of equipment. This will improve the quality of CPR for every cardiac arrest patient. The Zoll monitor offers a smaller footprint overall than the Physio Control monitor or Philips Monitor. Clinically, the paramedics observed that the blood pressure could be assessed faster and more accurately. Most importantly, the Zoll monitor integrates with our patient care reporting software saving time and returning the ambulance to service faster.

 

Cardiac monitors were an approved decision package for the 2017 budget.  Funds are available in the SHAPE fund account #255-3033-422.65-27

 

IMPACT STATEMENT:

Continuing to use 12 year old cardiac monitors may not allow for optimal patient care and has resulted in increased maintenance costs.

 

RECOMMENDATIONS:

I request that the City Council approve the purchase of the 15 Zoll X series cardiac monitor/defibrillators and accessories for the Aurora Fire Department."

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Aurora Fire Department wishes to replace the current 12 year old Philips cardiac monitors with new cardiac monitors with state of the art features; and

 

WHEREAS, Zoll cardiac monitors are available through the Silver Cross Purchasing Cooperative; and

 

WHEREAS, funds are available in the SHAPE fund account #255-3033-422.65-27 for this purchase.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the purchase of 15 Zoll X series cardiac monitor/defibrillators and accessories through the Silver Cross Purchasing Cooperative in the amount of $467,627.76 for the Aurora Fire Department is hereby authorized.
