A Resolution Approving a Final Plan Revision for Building Elevations on Lots 1-43 for Unit 4 of The Estate Homes of Verona Ridge Subdivision (Taylor Morrison of Illinois, Inc. - L15-00712 / SG12/3-15.139-Fpn/R - ES - Ward 5)
PURPOSE:
The petitioner, Taylor Morrison of Illinois, Inc. of which Orleans Homes is now a division of, is requesting approval of a Final Plan Revision for new building elevations for recently approved Unit 4 of the Estate Homes of Verona Ridge Subdivision, located west of Deerpath Road, north of Indian Trail Road.
BACKGROUND:
Orleans has completed the first three units of Verona Ridge subdivision. After a short hiatus, they are back to complete the 43 lots remaining in Unit 4, which is the very north portion of the development. They are proposing six new models including one ranch product. Four or five elevation styles will be available for each of the six new models, including an arts and crafts, manor, low country, craftsman, and georgian. Square footage will range from 2,607 for the ranch, up to 3,797 for the largest two story.
DISCUSSION:
These new elevations include updated floor plans and will meet all requirements of the original plan description and are consistent in scale and value of the existing homes. They will meet the minimum floor area of 2,500 square feet for a one story, and 2,800 for a two story. Brick or stone will continue to be provided on the fronts of at least 60 percent of the homes (current overall existing is 66%). All units will continue to have 3 car garages and will be side load, or optional front load on pre-determined lots depending on width of the lot.
POLICIES AND GUIDELINES:
14.1(5) To provide for the visual enhancement of the City through attractive landscaping, quality signage and diverse building design and arrangement.
22.1(1) To achieve appropriate zoning protection for residential areas designated in the land use plan.
22.1(2) To protect designated areas of existing conventional single-family development from inappropriate highly intensive land uses.
RECOMMENDATIONS:
Staff would recommend APPROVAL of the Resolution Approving a Final Plan Revision for Building Elevations on Lots 1-43 for Unit 4 of The Estate Homes of Verona Ridge Subdivision.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS by petition dated July 31, 2015, Taylor Morrison of Illinois, Inc. filed with the City of Aurora a petition Requesting approval of a Final Plan Revision for Lots 1-43 of The Estate Homes of Verona Ridge Subdivision, Unit 4, for new single family models. and related required documents as attached hereto as Exhibits "A"; and
WHEREAS, after referral of said petition from the Aurora City Council, and after due notice and publication of said notice, the Aurora Planning Commission conducted a meeting on September 2, 2015, reviewed the petition and recommended CONDITIONAL APPROVAL of said petition; and
WHEREAS, on September 10, 2015, the Planning and Development Committee of the Aurora City Council reviewed said Final Plan Revision and the before mentioned recommendations and recommended CONDITIONAL APPROVAL of said petition; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants APPROVAL of said Final Plan Revision.
BE IT FURTHER RESOLVED that the City Council of the City of Aurora hereby adopts the Final Plan Revision and related required documents as attached hereto as Exhibit "A" Building and Signage Elevations.
