Ratification of network storage servers for the Aurora Police Department in the amount of $57,922.47 to MidCo, Inc.
 
PURPOSE:
This system supports the video cameras for surveillance, the pass card system, alarm system, and the interview recording system for the Aurora Police Headquarters.  This system is critical for documenting evidence at the Aurora Police Department facility in all operations in addition to limiting risk exposure for liability.
 
BACKGROUND:
This integrated system design was engineered by MidCo, Inc. for the Aurora Police Headquarters and became operational in 2009.  In 2012, a server replacement plan was recommended upon the end of the warranty period for the servers.  In 2013, the city began server replacement.  During this process, it was discovered that additional storage was immediately necessary in order to prevent the loss of critical evidence.
 
DISCUSSION:
This system protects the liability and exposure to risk of the City of Aurora.  It keeps a critical secured facility operational in a controlled environment.  MidCo, Inc. is the sole source as the integrators to the system.  An emergency budget transfer was made from the risk fund in Administrative Services to account number 255-1716-417-38-99.  MidCo, Inc. has no outstanding debt with and is in compliance with all regulations for city vendors.
 
IMPACT STATEMENT:
No impact outside of the Aurora Police Department activities for operations.
 
RECOMMENDATIONS:
Request for the ratification approval of this emergency expenditure to MidCo, Inc. in the amount of $57,922.47.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, this is a critical component to the operation of the Aurora Police Department Headquarters for the protection of citizens and employee while limiting liability to risk; and
 
WHEREAS, this system failure is preventing secure operations for the Aurora Police Department Headquarters; and
 
WHEREAS,pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation;
 
WHEREAS, a budget transfer will be made into account number 255-1716-417-38-99.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: ratify the purchase of video camera/surveillance system network for the Aurora Police Department in the amount of $57,922.47 to MidCo,Inc.and does hereby further authorize its Purchasing Director to issue the necessary orders to implement the same.
