SUBJECT:

A resolution authorizing the Director of Purchasing to execute a contract with Insituform in the amount of $1,344,479.50 for the 2026 Sanitary Sewer CIPP Lining Project.

 

PURPOSE:

To rehabilitate the existing sanitary sewer mains throughout the City by cured in place pipe (CIPP) lining. Proactively lining sewers is a standard maintenance activity that prevents pipe failure/collapse.  This activity avoids not only the issues related to non-functioning sewers, but also the significantly higher costs associated with open-cut repairs and mainline replacement. 

 

BACKGROUND:

The locations of the sanitary sewer lining can be seen in the attached Exhibit A - Full and Spot Liner Overall Map.  Closures of entrances to the businesses and residences will be kept to a minimum during construction.

 

DISCUSSION:

The proposed improvements have been publicly advertised and bid in conformance with City procedures.  Four conforming bids were received and were opened on February 25, 2026. The low bid in the amount of $1,344,479.50 was submitted by Insituform. Insituform has performed well when providing these services to the city on previous contracts.  The bid documents, Insituform's bid, and the evaluation tab are attached as exhibits B, C and D.

 

The necessary funds for this contract are available in account 510-4063-511-73-14 (CIP IB018) which has a 2026 budget amount of $2,500,000.

 

This project was subject to the Local Preference Ordinance, however no local contractors submitted.

 

 

IMPACT STATEMENT:

Impacts on traffic and residents will be kept to a minimum.

 

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, these sanitary sewer rehabilitation services will strengthen sanitary sewer main throughout the City; and

 

WHEREAS, Insituform submitted the lowest responsible bid out of 4 bids received and opened on February 25, 2026; and

 

WHEREAS, the funds necessary for the execution of this contract, in the amount of $1,344,479.50, are available in account 510-4063-511-73-14 (2026 budget amount of $2,500,000, CIP IB018); and

 

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is hereby authorized to execute a contract with Insituform in the amount of $1,344,479.50 for the 2026 Sanitary Sewer CIPP Lining Project.
