PURPOSE:
To authorize the Mayor and City Clerk to enter into a contract with Copenhaver Construction for the Green Infrastructure for CSO Control Improvements.
BACKGROUND:
In March 2010, the City of Aurora submitted a Combined Sewer Overflow Long Term Control Plan (CSO LTCP) to the IEPA and USEPA in accordance with the City's CSO NPDES permit. The CSO LTCP includes sewer separation both by conventional methods and through the use of Green Infrastructure. The City's CSO LTCP is estimated to cost approximately $120M.
 
On June 26, 2012 City Council adopted a resolution authorizing the Mayor and City Clerk to enter into a financial assistance agreement with the Illinois Environmental Protection Agency for the construction of raingardens at 28 intersections throughout the City's combined sewer system. The financial assistance agreement provides $1,451,666.00 in funding through the IEPA's Illinois Green Infrastructure Grant Program. The remaining costs to construct the raingardens will be provided from the CSO Long Term Control Plan Fee fund. The raingardens will be constructed within the public right of way, between the curb and sidewalk. The purpose for the raingardens is to remove stormwater from the combined system by promoting infiltration.   
 
On July 31, 2013, the City publicly opened 8 bids for the above referenced project. Copenhaver Construction from Gilberts IL, was the low bidder responsive, responsible bidder in the amount of $1,786,343.00.
DISCUSSION:
This work is required in order to reduce the City's contribution to the violation of water quality standards within the Fox River. Funding has been provided for in the 2013 budget in B046 (Illinois Green Infrastructure - Bioinfiltration Basins), account no. 281-1852-512.81-31; and B031 (Long Term Control Plan Improvements) account no. 281-1856-512-73.09.
IMPACT STATEMENT:
These improvements will result in landscaped areas that will require ongoing maintenance.
