PURPOSE:
The petitioner, Estate of Adeline Diehl & Chicago Title Land Trust Co., Trust #303, is proposing an Annexation Agreement with a Concept Plan on 3.63 acres for commercial development with B-2(S) zoning located at northwest corner of Molitor Road and N. Farnsworth Avenue.
BACKGROUND:
This Annexation Agreement with a Concept Plan petition was referred by the City Council to the Planning and Zoning Division on July 16, 2013.

DISCUSSION:
Evaluation: Staff has reviewed the Annexation Agreement with Concept Plan petition submitted by the petitioner. The proposed B-2(S) zoning and Concept Plan is consistent with the City's Comprehensive Plan land use designation of commercial and conservation/open space/recreation/drainage. The proposed Concept Plan shows stormwater management being located in the rear of the subject property, which should provide a buffer to the adjacent single-family homes.
The proposed underlying B-2 District zoning is also consistent with the surrounding commercial B-2 zoning, with additional use prohibitions.
The Planning Commission recommended approval of the Annexation Agreement with Concept Plan petition. The Commission inquired about stormwater and roadway improvements for Molitor Road.
Public Hearing: Due public notice was given for the public hearing on this matter. No witnesses came forward at the hearing. As of the date of this memo, staff has not received any public inquiries regarding this petition.
IMPACT STATEMENT:
The Planning and Zoning Division does not anticipate any impact to other City Department with the approval of this Petition.
RECOMMENDATIONS:
The Planning Commission recommended APPROVAL of the Annexation Agreement with a Concept Plan on 3.63 acres for commercial development with B-2(S) zoning located at the NWC of Molitor Road and N. Farnsworth Avenue.
