To Replace the damaged concrete at Fire Station 8. This was a decision package for 2023. The bid being awarded to M/M Peters' Construction Inc. for a total of $73,032.31.
PURPOSE:
The current apron at Fire Station 8 is degrading in front of the apparatus doors. This degrading concrete can cause damage to responding Fire and Medical units, producing costly repairs. Our rigs drive over this area multiple times of day. And the public can be seen walking over this area raising concerns about their safety as well.
BACKGROUND:
In February 2023 the City of Aurora, IL Engineering Division published a bid for the work to be performed this summer (Bid 23-16) the opening of the bid occurred on March 1,2023. Five bids were received with M/M Peters' having the lowest qualifying bid, at $73,032.31 This will be a 3 phase project allowing the station to remain open and not lowering the quality of service to the surrounding community.
DISCUSSION:
The Aurora City Council approved for this project as part of a decision package for the fiscal year 2023. Staff reviewed both Options provided and believe Option 2 would significantly disrupt and limit the ability of the Fire Department to provide the level of service the community is in need of. Therefore, staff is recommending Option 1 in the amount of $73,032.31.
Funds are available for this project in account 340-3033-422.38-05.
The local preference ordinance did apply to this bid but did not impact the decision since the lowest, responsible bidder is an Aurora vendor.
IMPACT STATEMENT:
This project, with a 3-phase pouring of the concrete will not have any noticeable impact on the Fire Departments response within the City of Aurora, IL. This project will save the city money in the long run due to the impact it will have with the vehicle repair cost.
RECOMMENDATIONS:
I request that the City of Aurora, IL Council approves M/M Peters' Construction Inc. to do the work in 3 phases for a total of $73,032.31.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the concrete driveway at Aurora Fire Department Station 8 is in bad shape and needs to be repaired; and
WHEREAS, five qualifying bids were received, publicly opened, and read aloud on March, 1st 2023 with the tabulation of those bids attached hereto and incorporated as Exhibit B; and
WHEREAS, M/M Peters Construction, Inc., Aurora, IL was the lowest responsible bidder with a bid in the amount of seventy-three thousand thirty-two dollars and thirty-one cents ($73,032.31); and
WHEREAS, funding for this project was approved in a 2023 decision package, and the funds are available the Capital Projects account 340-3033-422.38-05 in the amount of $73,032.31.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorize the Director of Purchasing is hereby authorized to enter into an agreement with M/M Peters Construction Inc., Aurora, IL in the amount of seventy-three thousand thirty-two dollars and thirty-one cents ($73,032.31) for the concrete replacement at Aurora Fire Department Station 8.
