Finance Committee approval of the payment to Dewberry Architects Inc. of Elgin, IL. for the landscape design, construction administration and bidding/negotiation phase of replacement Station #7 in the amount of $102,280.00.
PURPOSE:
To have the replacement fire station #7 landscape design, bidding/ negotiation, construction administration approved and completed.
BACKGROUND:
A Capital Improvement Plan for the replacement of Station #7, built in 1957, was originally submitted in 2007. The plan proposed that the design and engineering phase of the project take place in one year followed by building construction during the next year. Funds were approved in the 2016 budget to move forward with the design and engineering phase of the project which has been completed. The next step includes the landscape design, construction administration and bidding/negotiation for the station construction.
DISCUSSION:
The completion of the design and engineering phase of the Fire Station #7 project will allow for construction to begin in 2017. Construction of a new station will address the various issues of the 57 year old building such as limited space for parking modern fire apparatus, building mortar deterioration, as well as aging plumbing and electrical fixtures and infrastructure. In addition, a new facility will allow for the addition of a 7th ambulance to serve the City.
The contract that included the landscape design, construction administration and bidding/negotiation that was presented by Dewberry Inc. has been reviewed and approved by our legal department and is attached. Funds for the landscape design and construction administration phase are available in the 2017 budget in account #340-3033-422.72-35 of the Capital Improvement Fund A.
IMPACT STATEMENT:
During the landscape design and construction administration phase other divisions in the City may need to be consulted or otherwise need to participate in the process. These divisions include but are not limited to Engineering, Building and Permits, Planning & Zoning, Parks, Public Properties, Legal, and Public Works.
RECOMMENDATIONS:
That the Finance Committee approve the payment for landscape design services, construction administration and bidding/negotiation for Dewberry Architectural Inc. of Elgin, IL. for replacement fire station #7 in the amount of $102,280.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Landscape design, construction administration and bidding/negotiation services are needed for the construction of a replacement Fire Station #7; and
WHEREAS, Dewberry Architects Inc. performed services satisfactorily for the City of Aurora in the construction of Fire Station 8 and the Customer Call Center and was chosen in 2015 to design and assist in the construction of the replacement fire station #7; and
WHEREAS, Funds are available in the 2017 budget in account #340-3033-422.72-35 of the Capital Improvement Fund A to retain the professional services of Dewberry Architects Inc; and)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the landscape design, construction administration, and bidding/negotiation services by Dewberry Architects Inc. of Elgin, IL. in the amount of $102,280.00 from account #340-3033-422.72-35 of the Capital Improvement Fund A for the construction of replacement fire station #7 be approved.
