SUBJECT:

A resolution awarding Thomas Engineering Group the Phase III Construction Engineering Contract for the Kautz Road Shared Use Path for an amount not to exceed $47,000.00 

 

PURPOSE:

To approve the resolution awarding Thomas Engineering Group with Phase III Construction Engineering Contract for Kautz Road Shared Use Path in an amount not to exceed $47,000.00.

 

BACKGROUND:

The Kautz Road Shared Use Path Project has been awarded with federal funds through ITEP grant in the total amount of $438,720.00, this amount is the 80 percent of the total cost of the project estimated when the ITEP application was made. The Engineering design is under process and the project development report (PDR) has been submitted to IDOT for review and design approval. The project letting date is in March 2017 with construction to begin late April to mid-May. 

 

DISCUSSION:

The phase IIII construction engineering (CE) contract is required for successful completion of this project. The cost for Phase III (CE) is not to exceed the amount of $47,000.00.   The City will be refunded 80% of Phase III engineering cost or approximately $37,600.  Thomas Engineering Group has been approached to conduct the resident engineering for this project. The funds are available through the following accounts in the proposed 2017 Budget plus 2016 carryovers:

RECOMMENDATIONS:

Staff recommends approval of the resolution awarding Thomas Engineering Group the Phase III Construction Engineering Contract for Kautz Road Shared Use Path.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City desires to build the shared use path in Kautz Road right of way between McCoy Drive and New York Street; and

 

WHEREAS, a Phase III Construction Engineering contract is required to complete the project; and

 

WHEREAS, the anticipated FY 2017 fiscal budget provides funding by way of the following accounts:

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Phase III Construction Engineering Contract for Kautz Road Shared Use Path is hereby awarded to Thomas Engineering Group for an amount not to exceed $47,000.00.
