SUBJECT:
A resolution to accept Plumbing Service Bids for the Water and Sewer Maintenance Division.
PURPOSE:
In accordance with Municipal Code Section 48-26 (Utility: Responsibility for Installation and Maintenance) the City of Aurora provides plumbing services to make repairs to private water services within the public Right-of-Way or a City easement. All repairs are performed by licensed plumbers.
BACKGROUND:
Plumbing Service bids are solicited annually. On November 15, 2017, the City Clerk opened proposals from six (6) area plumbing contractors.
DISCUSSION:
The 2018 Budget includes funding for this work in the Water and Sewer Fund within account no. 510-4063-511-38-45.
IMPACT STATEMENT:
Plumbers are typically dispatched within one hour after Water and Sewer Maintenance receives notification of a leaking water service line within the Public Right of Way.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Ordinance Number 017-050, amending Chapter 48 of the City Code of Ordinances (Water Service Maintenance) was passed by the City council and approved by the Mayor on August 8, 2017; and
WHEREAS, the Water and Sewer Maintenance Division solicits plumbing service bids annually for the repair of water services in accordance with Ordinance Number 017-050; and
WHEREAS, on November 15, 2017, 6 local plumbers from the City of Aurora and the Village of Montgomery submitted qualified bids to perform services in compliance with City Ordinance 017-050; and
WHEREAS, the 2018 Budget provides funding for plumbing services within the Water and Sewer Fund in account number 510-4063-511-38-45.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Interim Director of Purchasing is hereby authorized to accept bids received on November 15, 2017 for Plumbing Services.
