Requesting Approval of a Professional Consulting Services Contract with WBK Engineering, LLC (WBK) for Construction Services for the RiverEdge Park Expansion Parcels at 310 and 330 N Broadway. (WBK - 16-00198 / AU22/2-15.132-PZ/L - SP - Ward 2)
PURPOSE:
The attached professional services contract with WBK in the amount of twenty-two thousand fifty dollars ($22,050) is for Construction Services to coordinate the site improvements for RiverEdge Park Expansion at 310 & 330 N Broadway with funds budgeted in account 236-1830-465.32-99 as part of the CIP A055 Broadway Redevelopment Corridor Project.
BACKGROUND:
The City recently acquired the properties at 310 and 330 N Broadway and seeks to complete the site restoration work to incorporate these properties into the overall RiverEdge Park site. The City seeks to engage a professional consulting services firm to manage the project as there are a number of complexities to the coordination of the site improvements within a tight construction timeline. The City desires to have the site improvements completed in time for this years' 4th of July festivities at the park. There will be work being completed by ComEd on the remediation of the former MGP site; by CB&I Environmental & Infrastructure, Inc. on the remedial action plan for the balance of the site; and by Semper Fi Land Services, Inc. for the restoration and construction of the site improvements all of which needs to be successfully coordinated.
DISCUSSION:
Pursuant to a previous contract WBK provided final engineering design, construction plans and specifications for the grading, paving, and drainage aspects of the project. WBK Engineering, LLC has provided a proposal to perform professional consulting services to manage the construction of the project for a fee, excluding contingency, in the amount of twenty-two thousand fifty dollars ($22,050).
IMPACT STATEMENT:
The Planning and Zoning Division would anticipate that this project will increase the City’s overall tax base and viability by facilitating investment and development.
RECOMMENDATIONS:
Staff recommends approval of the Resolution to Execute a Professional Consulting Services Contract with WBK Engineering, LLC for Construction Services for the RiverEdge Park Expansion Parcels.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora seeks to engage a professional consulting services firm to manage the construction of the site improvements for the RiverEdge Park Expansion Parcels at 310 & 330 N. Broadway; and
WHEREAS, WBK Engineering, LLC has submitted a proposal in the amount of twenty-two thousand fifty dollars ($22,050) plus reimbursables for said services, included herein as Exhibit “A”; and
WHEREAS, the City Budget, as part of CIP A055 Broadway Redevelopment Corridor, contains sufficient funds for this item in Account 236-1830-465.32-99; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City Council of the City of Aurora, Illinois, does hereby authorize the execution of the professional service contract with WBK Engineering, LLC attached hereto as Exhibit "A" and incorporated herein as if fully set forth.
