A resolution authorizing the Repaving of the East Ramp Parking Lot by Builders Paving, LLC using the awarded contract unit prices for the Overlay Southeast Quadrant Perimeter Roadways Project in the not-to-exceed amount of $73,200.
PURPOSE:
The intent of this resolution is to obtain approval for the expenditure of City funds and to use Builders Paving, LLC, the State-awarded contractor for the above-mentioned project to remove and replace the asphalt parking lot located along the north side of the southeast quadrant perimeter roadway.
BACKGROUND:
This parking lot, approximately 26,000 square feet is in dire need of replacement and had been an airport budget decision package request several years ago but was denied due to lack of funding.
In April of this year, the Aurora City Council passed resolution R18-148 approving the Agency Agreement with the State of Illinois Division of Aeronautics authorizing the funding for this project and the award to Builders Paving, LLC.
DISCUSSION:
Builders Paving, LLC, has agreed to pave the parking lot using the awarded contract unit prices for the pay items required to remove, replace and stripe the existing parking lot. Builders Paving anticipates performing this work in September of this year when they mobilize for the City-State IDA project at the airport.
A transfer from account 504-1810-433.10-01 into Account 504-1810-433.38-05 will be made to provide adequate funds for the project.
IMPACT STATEMENT:
This project will eliminate ongoing maintenance costs associated with the deteriorating asphalt parking lot. This project will also enhance the look of the airport as this parking lot is visible to the motoring public on US Route 30.
RECOMMENDATIONS:
We respectfully request that you forward this request to the Finance Committee for their review and favorable recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora owns, operates and maintains the Aurora Municipal Airport; and
WHEREAS, the City of Aurora, under Resolution R18-148 approved the Agency Agreement and project Award to Builders Paving, LLC for the Overlay Southeast Quadrant Perimeter Roadways Project at the Aurora Municipal Airport; and
WHEREAS, the City of Aurora desires to repave the East Ramp Parking Lot using Builders Paving, LLC and the contract unit prices established by the Overlay Southeast Quadrant Perimeter Roadways Project; and
WHEREAS, Builders Paving, LLC has agreed to repave the East Ramp Parking Lot in an amount not to exceed $73,200 using the contract unit prices established by the awarded bid for the Overlay Southeast Quadrant Perimeter Roadways Project; and
WHEREAS, a budget transfer from account 504-1810-433.10-01 into account 504-1810-433.38-05 will be made to provide adequate funds for the project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Authorizing the Repaving of the East Ramp Parking Lot at the Aurora Municipal Airport by Builders Paving, LLC, 4413 Roosevelt Road, Hillside, IL 60162 using the awarded contract unit prices for the Overlay Southeast Quadrant Perimeter Roadways Project in the not-to-exceed amount of $73,200.
