SUBJECT:

A resolution to enter in to an intergovernmental agreement (IGA) between the City of Aurora and the Illinois Department of Healthcare and Family Services.

 

PURPOSE:

To enter into an agreement with the Illinois Department of Healthcare and Family Services. This agreement will help the City of Aurora realize increased income from ambulance services provided for persons covered under Medicaid.

 

BACKGROUND:

The State of Illinois is now providing local emergency medical services (EMS) providers access to federal funding through Medicaid. The funding is from the federal government and passed through the state to the local EMS providers.

 

DISCUSSION:

This IGA will allow the City of Aurora to increase income for EMS services already being provided. The funding administration is being established now, at the state level and the City can access 4th quarter funding by approving the IGA before November 1, 2019.  At the present time the final funding level per agency has not been established and the City will be submitting all expense data to the state to aid in this process.  It is anticipated that a set amount per eligible call will be reimbursed to the City of Aurora on a quarterly basis.  The final annual income amount will be discussed during budget review with the Finance Committee.

 

IMPACT STATEMENT:

The IGA will allow the City of Aurora to realize additional income from EMS services provided by the Aurora Fire Department.

 

RECOMMENDATIONS:

That the City of Aurora enter into the IGA with the Illinois Department of Healthcare and Family Services.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Aurora Fire Department (AFD) provides emergency medical services (EMS) to the City of Aurora; and,

 

WHEREAS, the State of Illinois has passed legislation to allow EMS providers to see increased revenue from EMS services provided; and,

 

WHEREAS, an intergovernmental agreement must be signed to allow the City of Aurora to realize this additional income;)

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City of Aurora sign and enter into the intergovernmental agreement with the Illinois Department of Healthcare and Family Services.
