Resolution amending Next Generation 911 resolution R20-143 to from five years to ten years to align with contract executed by Intrado Life & Safety Solutions Corporation and the City.
PURPOSE:
Amend and correct Resolution R20-143, which was originally written as an award to Intrado Life & Safety Solutions Corporation for an amount not to exceed $1,251,110 over five years, and incorporate locked-in pricing for an additional five years to support the City of Aurora’s public safety operations and ensure compliance with state and federal Next Generation 911 (NG911) requirements.
BACKGROUND:
City staff completed an RFP and awarded the contract to Intrado for 5 years with an additional 5 years of fixed pricing.
However, the original contract executed by the City and Intrado was a 10-year contract with a total value of $2,455,310.00 with a full equipment refresh in year 6 of the contract.
DISCUSSION:
During discussions with Intrado about the upcoming equipment refresh, IT staff determined that the contract approved under R20-143 is a 10-year agreement. IT worked with Purchasing to prepare this amended resolution.
Since R20-143 was originally approved, National Emergency Number Association (NENA) requirements have become more stringent, requiring the City to obtain additional equipment from Intrado to remain compliant with NG911 standards. IT staff negotiated the inclusion of this additional equipment at no extra cost to the City.
This purchase is budgeted in the Information Technology Other Services/Wireless ETSB account: 211-3537-421.38-13.
IMPACT STATEMENT:
NG911 improves public access to emergency services by enabling 911 centers to exchange richer data with responders, reduce call-processing times, enhance situational awareness, and increase responder safety.
RECOMMENDATIONS:
That the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, resolution R20-143 that was written as an award to Intrado Life & Safety Solutions Corporation (Intrado) for an amount not to exceed, $1,251,110 for 5 years, and include locked in pricing for an additional 5 years; and
WHEREAS, the Intrado contract signed was for 10 years and a total value of $2,455,310.00; and
WHEREAS, this purchase is budgeted amount in the Information Technology Other Services/Wireless ETSB account 211-3537-421.38-13.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is hereby authorized to issue purchase orders for services described in this resolution and as more fully set forth in the contract attached hereto.
