SUBJECT:

A resolution authorizing the Director of Purchasing to enter into an agreement with J&S Construction Sewer and Water, Inc., 136 Kirkland Circle, Oswego, IL 60543 in the amount of $140,191.00 for demolition of structures and site cleanup at nine single family residences on Bilter Road.

 

PURPOSE:

To enter into an agreement with J&S Construction Sewer and Water, Inc. for demolition of structures and site cleanup at nine single family residences on Bilter Road.

 

BACKGROUND:

The City recently purchased nine parcels containing single family homes and garages on the south side of Bilter Road, east of Chicago Premium Outlets.  It is the City's plan to demolish all structures and clear these parcels for future development.

 

DISCUSSION:

A request for bids to demolish these structures and provide site cleanup was published and seventeen responses were read aloud on July 29, 2020. Six of the bids received were disqualified for improper documentation.  Of the eleven qualified bids received, J&S Construction Sewer and Water, Inc. was determined to be the lowest responsible bidder in the amount of $140,191.00, which includes bid alternates 1 (site cleanup) and 2 (septic and well disconnection and abandonment).

 

This bid was subject to Local Preference but was not an impact on the decision.

 

This agreement will be funded using account 215-4010-417.71-01 Capital Outlay-Land/Cost of Land, which has an available balance of over $4M.

 

IMPACT STATEMENT:

Once these structures are demolished and parcels cleaned and cleared, these properties will be poised for redevelopment in the potentially lucrative area surrounding Chicago Premium Outlets.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the project was advertised publicly and later opened and read aloud at 2:00 p.m. on July 29, 2020; and

 

WHEREAS, eleven qualified bids for Bilter Road SFR Demolition were received; and

 

WHEREAS J&S Construction Sewer and Water, Inc. was the low bidder in the amount of $140,191.00 (Exhibit B); and

 

WHEREAS, funding will be provided from account 215-4010-417.71-01 Capital Outlay-Land/Cost of Land, which has an available balance of over $4M.; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorizing the Director of Purchasing to enter into an agreement with J&S Construction Sewer and Water, Inc., 136 Kirkland Circle, Oswego, IL 60543 in the amount of $140,191.00 for demolition of structures and site cleanup at nine single family residences on Bilter Road.
