A resolution authorizing the acceptance of Anthem Excavation & Demolition, Inc. as the contractor to demolish 306 N River St and 316 N River St Aurora, IL 60506.
PURPOSE:
To obtain City Council approval for specific contractor to complete the demolition of the properties located at 306 N River St and 316 N River St Aurora IL 60506.
BACKGROUND:
The structures located at 306 N River St and 316 N River St Aurora, IL 60506 are vacant, in a state of disrepair and a blight to the neighborhood.
DISCUSSION:
A formal bid request was published for the demolition of 306 N River St and 316 N River St at the same time with an option for the contractor to provide a reduced rate if they were awarded both projects. (savings due to mobilizing to the job site once).
The demolition of 306 N. River St, which is a 3 stories brick exterior and wood frame interior structure, responses were received from 5 contractors, with Anthem Excavation & Demolition being the lowest responsible bidder. The original bid amount is $78,500 lowered to $76,000 due to the property located at 316 N River St being awarded to Anthem Excavation and Demolition for demolition.
316 N River St which is a 2-story wooden frame structure went through the formal bid process. Responses were received from 4 contractors, with Anthem Excavation & Demolition being the lowest responsible bidder. The bid amount is $41,500 lowered to $39,000 due to the property located at 306 N River St being awarded to Anthem Excavation and Demolition. Illinois Housing Development Authority (IHDA) funding will be used for 316 N River St.
The City's Local Preference Ordinance did apply to this bid, however did not impact the decision since Anthem Excavation and Demolition is a registered local vendor.
Funding for the services not covered by IHDA will be account 101-1827-424.36-25. The account has enough funds to cover the demolitions.
IMPACT STATEMENT:
The resolution must be approved to demolish both buildings that are a blight to the neighborhood.
RECOMMENDATIONS:
This request is for Anthem Excavation & Demolition, Inc. to be accepted as the demolition contractor for 306 N River St and 316 N River St Aurora, IL 60506

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The structures located at 306 N River St and 316 N River St Aurora, IL 60506 are vacant, in a state of disrepair and a blight to the neighborhood
WHEREAS, A formal bid request was published for the demolition of 306 N River St a 3 stories brick exterior and wood frame interior structure; and
WHEREAS, a second bid request was published for the demolition of 316 N River St a 2-unit wood frame structure; and
WHEREAS, Responses were received from 5 contractors for 306 N River St and responses from 4 contractors for 316 N River St; and
WHEREAS, Anthem Excavation & Demolition, Inc., being the lowest responsible bidder has been selected for both locations;
WHEREAS, Funding for the services will be account 101-1827-424.36-25. The account has enough funds to cover the demolition expenses for 306 N River St, IHDA funding will be used for 316 N River St.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The award for the demolition of 306 N River St and 316 N River St Aurora, IL 60506 be awarded to Anthem Excavation & Demolition, Inc.
