SUBJECT:
A Resolution to award the California Ave Water Main Replacement project located in Ward 6 to Stokes Excavating Inc. in the bid amount of three hundred twelve thousand one hundred thirty-seven Dollars and zero Cents ($312,137.00).
PURPOSE:
To replace the existing 6" water main that has a history of breaks.
BACKGROUND:
The location of this water main to be replaced can be seen in the attached Exhibit A - Location Map. Closures of entrances to the business will be kept to a minimum during construction.
DISCUSSION:
Five bids were received, opened, and read aloud on March 29, 2023. The bid tabulations can be seen in the attached Exhibit C. The lowest responsible bid in the amount of $312,137.00 was submitted by Stokes Excavating Inc. The water main improvements will be funded with account 510-4058-511-73-02 (IC076 & IC080) which has a 2023 budget amount of $11,950,000.00. Also included as Exhibits B & D are the advertisement for bid and Stokes Excavating Inc.'s submitted bid.
This project was subject to the Local Preference Ordinance, however no local contractors submitted.
IMPACT STATEMENT:
There will be lane closures on each of these local roads during the duration of the project. Water shutdowns during the project will be planned and residences will be notified to minimize impact. Impacts to traffic and residents will be kept to a minimum.
RECOMMENDATIONS:
I request the proposed resolution awarding the contract to Stokes Excavating Inc. in the amount of three hundred twelve thousand one hundred thirty-seven Dollars and zero Cents ($312,137.00) be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the water main replacement will address water main along California Av which have a recent history of breaks; and:
WHEREAS, Stokes Excavating Inc., submitted the lowest responsible bid out of 5 bids received, opened and read aloud on March 29, 2023; and
WHEREAS, the water main improvements ($312,137) have been funded in the 2023 budget within account 510-4058-511.73-02 ($11,950,000.00, IC076 & IC080).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Stokes Excavating Inc. in the bid amount of three hundred twelve thousand one hundred thirty-seven Dollars and zero Cents ($312,137.00).
