SUBJECT:

Resolution to award a contract to Performance Construction & Engineering, LLC in the amount of $51,910.00 for demolition of 104 and 108 Woodlawn Avenue in Ward 4. 

 

PURPOSE:

To address two vacant and blighted properties.

 

BACKGROUND:

104 and 108 Woodlawn Avenue are two deteriorating properties with a history of code violations.  These properties have redevelopment potential since they are zoned M-1 Manufacturing District and since an adjacent property was demolished in June 2017.  The City acquired 104 Woodlawn Avenue on October 5, 2017 and then acquired 108 Woodlawn Avenue on December 29, 2017.  See Exhibit A for a project location map.  The Demolition of 104 and 108 Woodlawn Avenue project was publicly advertised for bids.  Exhibit B is a copy of the project advertisement.  The bids were received, opened, and read aloud on January 31, 2018.  The six qualifying bids are tabulated in Exhibit C.  Exhibit D is a copy of the low bid from Performance Construction & Engineering, LLC of 217 W. John Street, Plano, IL 60545.

 

DISCUSSION:

The bid from Performance Construction & Engineering, LLC was the lowest responsible bid and account 101-1827-424.36-25 has sufficient funds for this project.

 

IMPACT STATEMENT:

During demolition, traffic on Woodlawn Avenue near West Benton Street will be temporarily disrupted while sewer and water services to these two properties are disconnected and while the driveway aprons are removed.

 

RECOMMENDATIONS:

Staff recommends the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, 104 and 108 Woodlawn Avenue are two vacant and blighted properties; and

 

WHEREAS, the proposed demolition has been publicly advertised and bid in conformance with City procedures; and

 

WHEREAS, Performance Construction & Engineering, LLC of 217 W. John Street, Plano, IL 60545 provided the lowest responsible bid out of six (6) qualifying bids; and

 

WHEREAS, account 101-1827-424.36-25 has sufficient funds for this project.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the award of a contract to Performance Construction & Engineering, LLC in the amount of $51,910.00 for the Demolition of 104 and 108 Woodlawn Avenue is hereby approved, and the Director of Procurement is hereby authorized to enter into such a contract on behalf of the City.
