A Resolution to Award the 2016 Neighborhood Street Resurfacing Projects to Builders Paving, LLC
PURPOSE:
To award the Construction Contract for the 2016 Neighborhood Street Resurfacing Projects.
BACKGROUND:
The Neighborhood street resurfacing list was selected from the pavement management study that was completed last year. This project includes resurfacing nearly 31 lane miles of residential streets and the ward funded projects as shown in Exhibit A. In addition, the contract includes the City-Wide Sidewalk Replacement List as shown in Exhibit B.
DISCUSSION:
Bids were opened and publicly read on February 17, 2016. The bid tabulation for the 2 bids received is attached as Exhibit C. The lowest responsible bid was submitted by Builders Paving, LLC of Hillside, IL in the amount of $4,038,960.95 which is nearly 22% less than the Engineer's Cost Estimate. Unit prices were much lower than expected on several key items including Curb and Gutter at $21.20/FT (-24%), Sidewalk Removal and Replacement at $5.50/SF (-15%), and Hot-Mix Asphalt at $56.00/Ton (-22%). Some of the unit prices have dropped to levels that were last received in 2007.
Builders Paving is IDOT Certified and has previously completed work for the City of Aurora including last year's $4.1 million Neighborhood Resurfacing Project. We recommend awarding the 2016 Neighborhood Street Resurfacing Projects to Builders Paving for the unit prices submitted.
The 2016 City Budget provides $3,200,000 in account 212-4460-431.73-91 (MMFT), $378,460.95 in account no. 340-4460-431.73-91 (CapA), $360,000 in account no. 221-1330-801.43-02 (CDBG funds), $12,500 in account no. 311-4460-431.38-55 (Ward 1 funds), $5,000 in account no. 314-4460-431.38-55 (Ward 4 funds), $31,000 in account no. 315-4460-431.38-55 (Ward 5 funds), $5,000 in account no. 318-4460-431.38-55 (Ward 8 funds), $47,000 in account no. 319-4460-431.38-55 (Ward 9 funds) and $450,000 in account no. 340-4460-431.38-61 (CapA - E004).
IMPACT STATEMENT:
Construction is expected to begin in April and be completed by September. Each street will remain open to traffic and will be impacted by construction for 4 to 10 weeks.
RECOMMENDATIONS:
It is recommended to approve and forward the resolution to the next Committee of the Whole meeting.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, it is necessary and desirable to resurface the listed city streets and repair the city sidewalks attached hereto and incorporated as Exhibit 'A' and 'B'; and
WHEREAS, bids were received and publicly opened and read on February 17, 2016 with bid tabulation attached hereto and incorporated as Exhibit 'C'; and
WHEREAS, Builders Paving, 4413 Roosevelt Road, Suite 108, Hillside, IL 60162 was the lowest responsible bidder in the amount of Four Million Thirty Eight Thousand Nine Hundred Sixty Dollars and Ninety Five Cents ($4,038,960.95); and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Builders Paving, LLC for the unit prices shown within the bid as set forth in Exhibit 'C'.
