A Resolution the Acceptance of Bid Pricing from Contractors for Mowing Landscape Maintenance for City Owned Residential Lots.
PURPOSE:
To obtain City Council approval to accept bids for a two year contract with an optional one year extension from contractors for mowing and landscape maintenance for City Owned Residential Lots .
BACKGROUND:
There are a number of City Owned Residential Lots that the City is responsible for ongoing maintenance. Mowing landscape maintenance has previously been provided by private contractors. To maintain the high level of service of past years, contracting outside services is necessary to augment City crews.
DISCUSSION:
The City solicited an invitation to bid for "Mowing Landscape Maintenance" for City Owned Residential Lots (Bid 19-07) and received bids from 4 companies. After checking references and receiving favorable responses, the following contractor is being recommended.
Beary Landscape Management, Lockport IL
The Local Vendor Preference ordinance does apply to this project, however the local cost was greater than 4% of the lowest, responsible bidder.

The Division of Property Standards will be utilizing the Mowing Landscape Maintenance services of this contractor have appropriated monies for this expenditure in the following accounts: 101-1827-424.36.15. The total amount spent each year is weather dependent. The 2018 budget this account is $53,000 and last year's expense was $40,647. This funding is being split this year between this bid 19-07 and 19-08. The 2019 budget for these bids is $45,000, with an estimated cost of $33,020 for 2019 services of City Owned locations.
IMPACT STATEMENT:
There should be no impact on any other departments.
RECOMMENDATIONS:
That the City Council approve the acceptance of this bid from Beary Landscape Management, for Mowing and Landscape Maintenance services (19-07) of Various City Owned Residential Lots for a two year contract with an optional one year extension for the Division of Property Standards"

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, bids were advertised, received and opened publically (Bid 19-07) for Mowing Landscape Maintenance services for various City Owned Residential Lots for 2019; and
WHEREAS, one of the four contractors submitting proposals are being recommended; and
WHEREAS, The Division of Property Standards, who will be utilizing this contractor has appropriated $45,000 for this expenditure in the following account: 101-1827-424.36-15; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: hereby accept the bid from Beary Landscape Management Lockport IL. For City Owned Residential Lots for two years with the option of one year extension based on mutual consent and does further authorize its Purchasing Director to issue the necessary orders to implement the same
