Resolution Authorizing the Adoption of the Revised Master Plan for Phillips Park.
PURPOSE:
The City of Aurora is actively seeking grant dollars from the Illinois Department of Natural Resources (IDNR). One of the requirements of the IDNR when applying for grants is to have a current master plan.
BACKGROUND:
The most current Phillips Park master plan was adopted by City Council in 1996. Earlier this year we met with the "Friends of Phillips Park" for input on the master plan revisions. They are supportive of the proposed changes. By adopting the revised master plan the City will improve its likelihood of receiving future grant awards for newly proposed park amenities.
DISCUSSION:
The Parks & Recreation Division has applied for a 2014 IDNR Open Space and Land Development (OSLAD) grant. The project title for this grant application "Mastodon Island Interpretive Adventure Area" The project is estimated to cost approximately $874,600.00 If the City is successful in securing a grant award for this project, the City could expect a matching grant up to $400,000.00.
IMPACT STATEMENT:
By not adopting the revised master plan the City is unlikely to receive grants from the IDNR and would end up paying 100% of the costs for proposed park amenities and improvements. In addition, park users may not have the opportunity to enjoy the benefits as outlined in the master plan due to financial considerations.
RECOMMENDATIONS:
Request that the City Council adopt the revised master plan for Phillips Park.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora is aware of the park and recreation needs of the residents of the City of Aurora; and
WHEREAS, a revised master plan has been developed for the growth and development of Phillips Park,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby adopt the revised master plan for Phillips Park.
