SUBJECT:

The Aurora Police Department is requesting the approval of the attached agreement between the Aurora Police Department ("APD") and Family Service Association of Greater Elgin Area ("FSA").  This agreement would provide for office space for FSA in the Aurora Police Department.

 

PURPOSE:

APD would provide office space to FSA.  In exchange, FSA will provide community-based mental health services to youth and their family at APD. This agreement will give the citizens of Aurora greater access to services which include crisis assessments and therapy sessions close to home and in a safe environment. FSA has previously worked in the City but did not have an office space located in Aurora.  This agreement will provide a satellite therapy office for citizens to visit. 

 

BACKGROUND:

FSA approached the Aurora Police Department to collaborate together to offer mental health services to the citizens of Aurora.  This collaboration will decrease response time of mental health assessments in the community, increase awareness of mental health services, and have a positive impact in decreasing crime in the City.

 

DISCUSSION:

The collaboration and partnership between APD and FSA will provide community-based mental health services to youths and their families in Aurora at a central location. Mental health professionals will provide therapy in the community and at the police station.  FSA will also have literature and pamphlets of services they offer available at the police department for the citizens of Aurora. The increased availability of mental health professionals in the community and increased awareness of mental health services in the community will have a positive impact on the community.

 

IMPACT STATEMENT:

This agreement will not have any impact on staffing, procedures or costs to APD.  FSA will have office space, access to wireless internet and will work with IT to have a generic email address where police officers can contact mental health professionals for individuals that are looking for assistance. This impact on IT has been discussed and will be minimal.

 

RECOMMENDATIONS:

The Aurora Police Department requests approval of this agreement.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Aurora Police Department and Family Service Association of Greater Elgin Area wish to enter into an agreement to provide community-based mental health services to youths and their families in Aurora; and

 

WHEREAS, the Aurora Police Department will provide office space to Family Service Association of Greater Elgin Area to conduct mental health assessments and therapy for citizens of Aurora.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City Council approves the attached agreement between the City of Aurora, through the Aurora Police Department, and Family Service Association of Greater Elgin Area regarding a partnership to provide community-based mental health services to youths and their families in Aurora is fully adopted as set forth in the attached signed document; and further

 

BE IT RESOLVED that the Chief of Police is authorized to execute the agreement on behalf of the City.
