SUBJECT:

A Resolution Approving A Revision to the Final Plan for the Swami Temple Located at 1145 West Sullivan Road for Two Building Additions and a Patio (Swami Temple - 21-0109 / AU08/2-21.033-Fpn/R - SB - Ward 6)  

 

PURPOSE:

The Petitioner, the Swami Temple, is requesting approval of a Final Plan Revision for the property located at 1145 West Sullivan Road, which will include building additions for worship and an enclosed stairwell, and a new patio and vehicle drop-off for visitors.  

 

BACKGROUND:

The subject property is zoned R-1(S), One Family Dwelling District with a Special Use Planned Development. The subject property is the location of the Swami Temple, which was built in 1987. The subject property is approximately nineteen (19) acres. PDFNL02-039, which was approved on July 11, 2002, allowed for the construction of the building addition on the east side of the original building. R08-296, which was approved on June 24, 2008, allowed for the construction of an extensive landscaped berm on the subject property.

 

The Petitioner, the Swami Temple, is requesting approval of a Final Plan Revision for the subject property. Details of the request include the construction of an approximately six thousand, seven hundred (6,700) square foot building prayer hall addition on the east side of the existing building and an enclosed staircase on the north side of the building. This Final Plan Revision also includes the construction of a new patio to the east of the proposed addition, as well as a new drop-off lane for visitors. 

 

DISCUSSION:

Staff has reviewed the Final Plan Revision petition and have sent comments back to the Petitioner on those submittals.  The Petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances. 

 

POLICIES AND GUIDELINES:

The Staff's evaluation and recommendation are based on the following Physical Development Policies:

 

14.1 (1):                     To foster future growth in the City that does not contribute to deterioration in

                                          either existing developments of a reduction in the City's ability to provide

                                          adequate services.

14.1 (4):                     To encourage quality site design within the City of Aurora.

14.1 (5):                     To provide for the visual enhancement of the City through attractive landscaping,

                                          quality signage and diverse building design and arrangement.  

 

RECOMMENDATIONS:

Staff would recommend APPROVAL of the resolution approving a Final Plan Revision for the Swami Temple located at 1145 West Sullivan Road for two building additions and a patio.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, by petition dated February 12, 2021, the Swami Temple filed with the City of Aurora a petition requesting A Final Plan Revision for the Swami Temple to Allow for a Building Addition for the Property Located at 1145 West Sullivan Road and related required documents as attached hereto as Exhibits "A-1" through Exhibit “A-2”; and

 

WHEREAS, on February 24, 2021, the Building, Zoning and Economic Development Committee of the City Council reviewed said Final Plan Revision and the before mentioned recommendations and recommended APPROVAL of said petition; and

 

WHEREAS, the decision of the Building, Zoning and Economic Development Committee with respect to a final plan is subject to appeal to the City Council in the manner set forth in the City of Aurora Zoning Ordinance; and

 

WHEREAS, no person authorized under Zoning Ordinance to appeal such decision having done so in the manner set forth in the Ordinance, the Decision of the Building, Zoning and Economic Development Committee constitutes final action on the proposed final plan; and 

 

NOW, THEREFORE, BE IT RESOLVED that the Building, Zoning and Economic Development Committee of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants APPROVAL of said Final Plan.

 

BE IT FURTHER RESOLVED that the Building, Zoning and Economic Development  Committee of the City of Aurora hereby adopts the Final Plan and related required documents, as attached hereto as Exhibit "A-1" Final Plan and Exhibit “A-2” Building and Signage Elevations, along with any easement dedications or vacations deemed necessary by the Aurora City Engineer.
