A Resolution Authorizing the Appointment of John Curley as the Chief Development Services Officer.
PURPOSE:
To obtain authorization to appoint John Curley as the Chief Development Services Officer.
BACKGROUND:
John Curley has been with the City of Aurora since November 15, 1999, serving in multiple positions within the city. He has been the Director of Building and Permits since April 21, 2001. John has a bachelor's degree from the University of Illinois Chicago in Architecture and has been an IL registered architect since 1995. Additionally, John earned a Certificate of Graduate Study from Northern Illinois University with a focus on Administration, Economic Development, Planning & Zoning, Performance Management, and Management Data Analysis.
DISCUSSION:
A reorganization of departments and divisions is being proposed in order to improve efficiencies within the organization and customer service for the public. As a result and in accordance with the City of Aurora Code of Ordinances, the Chief Development Services Officer position as a department head is appointed by the Mayor with the consent of the city council. The current Chief Development Services Officer will retire at the end of the year at which time John is being recommended for appointment into the vacated position. John's title will be Director of Development Services until his official appointment to reflect transitioning into his new role.

RECOMMENDATIONS:
That the City Council authorize the appointment John Curley as the Chief Development Services Officer for the City of Aurora upon the effective date of retirement of the current chief.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora will be in need of a Chief Development Services Officer; and
WHEREAS, the Mayor and City Council have determined that John Curley, best meets the qualifications to fill said position.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Upon the retirement of the current Chief Development Services Officer, the Mayor is hereby authorized to appoint John Curley to the position of Chief Development Services Officer.
