A Resolution authorizing the City to accept a grant award of $48,766.90 from the FY25 Illinois Department of Transportation Sustained Traffic Enforcement Program (STEP).
PURPOSE:
To obtain City Council approval of a grant to be used to allow the Aurora Police Department to participate in the Illinois Department of Transportation - Sustained Traffic Enforcement Program.
The focus of this grant is to reduce motor vehicle crashes fatalities and other injuries, increase the use of occupant protection devices, and to reduce impaired driving.
BACKGROUND:
The Aurora Police Department has previously participated in this grant and has received IDOT STEP funding.
This program sharply focuses on specific times of the year and also specific times of the day when data shows that alcohol-involved and unbuckled fatalities are at their highest rates of occurrence.
This program requires participation, in the form of directed patrols and enforcement, during the Thanksgiving, Christmas / New Years, St. Patrick's Day, Memorial Day, Independence Day and Labor Day campaigns. Optional campaigns include Halloween and Super Bowl weekend. Participants also have the option of requesting funding for impaired driving, occupant protection, and speeding enforcement details outside of holiday campaigns.
This highway safety program operates on a cost reimbursement basis. The Aurora Police Department is required to pay for project expenses initially, and are then reimbursed by IDOT for approved, documented expenditures.
DISCUSSION:
This grant award allows for reimbursement up to $48,766.90 and may be used to reimburse personnel and indirect costs incurred between October 1, 2024, and September 30, 2025, as allowed by the grant.
The State of Illinois assigned this grant award based upon their own formula and has informed the Aurora Police Department that there will be no penalty for failure to draw down the entire award balance.
Grant revenue will be placed in account 101-3536-334.30-02 and will be moved to the appropriate personnel account where they will be used to reimburse the personnel costs associated with this grant.
IMPACT STATEMENT:
This resolution must be approved and signed to properly execute the agreement and to begin implementing the project.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The Aurora Police Department has previously participated in this grant and has received IDOT STEP funding; and
WHEREAS, the Aurora Police Department received a grant from FY25 Illinois Department of Transportation Sustained Traffic Enforcement Program (STEP) grant; and
WHEREAS, this grant will provide $48,766.90 over a 12-month period beginning October 1, 2024, through September 30, 2025, and is intended to reimburse the police department for law enforcement costs as outlined in this grant agreement; and
WHEREAS, grant revenue will be placed in account 101-3536-334.30-02, and will be will be moved to the appropriate personnel account to reimburse the personnel costs associated with this grant.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the City is authorized to accept a grant award of $48,766.90 from the FY25 Illinois Department of Transportation Sustained Traffic Enforcement Program (STEP).
