Resolution authorizing the purchase of 26 Taser X26P conducted electrical weapons and accessories.
PURPOSE:
To obtain the Finance Committee's and the City Council's approval of a proposed resolution that would authorize the purchase of 26 Taser X26P conducted electrical weapons and accessories for a total cost of $35,831.80 plus $100.00 shipping..
BACKGROUND:
The Aurora Police Department is in need of new Taser weapons. Our current Taser weapons are becoming outdated and will no longer be supported by Taser in the near future. We are recommending the purchase of 26 new "Taser X26P" units with accessories. This purchase will help us provide a great less lethal force option to Aurora police officers.
DISCUSSION:
Taser International, located in Scottsdale Arizona, is the sole Law Enforcement distributor. The Aurora Police Department would receive a discounted price on the new units based on an intent to destroy agreement of our current supply of Taser X26 units.
This new Taser X26P model will provide better recorded data during deployment and throughout the weapon's lifespan than the current X26 model we would replace.
Due to the above information, we are requesting an exception to the competitive bidding requirements as allowed in Section 2-335(3) of the Aurora Municipal Code. The affidavit is attached and the original will be sent to the City Purchasing Department.
The funds for the Taser X26P and accessories in this proposal are budgeted in federal forfeiture account 216-3536-421.61-40.

RECOMMENDATIONS:
The recommendation is that the City Council adopt the attached resolution that would authorize the purchase of 26 new Taser X26P and accessories, as proposed, for $35,831.80 plus $100.00 shipping.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Police Department desires to purchase new Taser X26P and accessories; and
WHEREAS, this project is being purchased through Taser International, who is the sole law enforcement distributor for Taser X26P; and
WHEREAS, the City of Aurora code of ordinances allows for exceptions to the competitive bidding requirement in section 2-335(3) for sole source providers if a written affidavit is submitted; and
WHEREAS, the sole source written affidavit has been submitted and attached; and
WHEREAS, the total cost of this purchase would be $35,831.80 plus $100.00 shipping; and
WHEREAS, the 2015 Budget provides funding for this project in the Aurora Police Department federal forfeiture account 216-3536-421.61-40.)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: to hereby accept the bid from Taser International to purchase new X26P conducted electrical weapons with accessories and does hereby further authorize its Purchasing Director to issue the necessary orders to implement purchase of same.
