SUBJECT:

A resolution to ratify payment of $20,329 to Conservation Land Stewardship, Elmhurst, Illinois for the supply and installation of upland prairie and mesic shoreline seed mix on 12 acre site at the south end of Manchester Drive in Cherry Hills (Ward 5 project).

 

PURPOSE:

To ratify payment to vendor.

 

BACKGROUND:

In early 2016 informal bids were received for weed control, selective herbicide application, and conservation mowing at the Cherry Hills Lake/Park. The low bidder was Conservation Land Stewardship at $9,370 (Exhibit A). After the maintenance contract started it was contemplated to convert the site from prairie grasses to more of an upland prairie 'flowering' type if the maintenance could get the invasive vegetation (thistles, etc.) under control. Quotes for seeding and installation were obtained from CLS and Encap (Exhibit B). After the final herbicide treatment on 9/15 it was determined the invasives were under control and fall seeding by drill method could take place. A purchase requisition for the lowest bid from CLS in the amount of $20,329 was submitted.

 

DISCUSSION:

Although the purchase order for seeding and installation is under the $25,000 limit, it could technically be interpreted as exceeding the limit when associated with the previous $9,370 maintenance/herbicide purchase order due to it being the same vendor at the same location albeit different types of work. Hence we are seeking to ratify the payment to Conservation Land Stewardship in the amount of $20,329. Funding for this work is provided by Ward 5 account # 315-4460-431.38-34.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, Ward 5 is desirous of establishing an esthetically pleasing native upland prairie on a 12 acre site at the south end of Manchester Drive in Cherry Hills; and

 

WHEREAS, bids were received from two vendors for seed mix and installation by drill method; and

 

WHEREAS, the low bid in the amount of $20,329 was accepted from Conservation Land Stewardship; and

 

WHEREAS, funding for this work is provided by Ward 5 account # 315-4460-431.38-34.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: to ratify payment of $20,329 to Conservation Land Stewardship, Elmhurst, Illinois for the supply and installation of upland prairie and mesic shoreline seed mix on 12 acre site at the south end of Manchester Drive in Cherry Hills (Ward 5).
