A resolution authorizing the Director of Purchasing to execute a phase 3 engineering services contract for the construction of both the Galena Blvd and New York Street Two Way Conversion and the Lake Street and River Street Two Way Conversion with Thomas Engineering Group.
PURPOSE:
To obtain approval for a Phase 3 engineering services contract for the construction of both the Galena Blvd and New York Street Two Way Conversion and the Lake Street and River Street Two Way Conversion with Thomas Engineering Group.
BACKGROUND:
The proposed phase 3 engineering contract will be for construction oversight of both the New York Street and Galena Boulevard two way conversion that was awarded in September of 2014 and the Lake Street and River Street Two Way Conversion with an anticipated award in May of 2015.
DISCUSSION:
The construction oversight will begin upon contract approval with early summer work on the Galena and New York project. Thomas Engineering was selected through a qualifications based process. The total phase 3 engineering contract for both projects is $123,309.40.
Funding for the construction engineering services contract will be from the following accounts:

GC074 Galena Blvd Two Way Conversion 34040204187639 $33,500
IMPACT STATEMENT:
There will be a long term maintenance increase of River Street as it was shared maintenance with IDOT and will know be sole maintenance of the City
RECOMMENDATIONS:
Staff recommends approval of the Phase 3 Engineering services contract for the construction of both the Galena Blvd and New York Street Two Way Conversion and the Lake Street and River Street two Way Conversion.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City desires to convert several roadway from one way operation to two way operations
WHEREAS, a phase 3 engineering services contract is required to complete construction
WHEREAS the FY 2015 City budget allocates funding by way of the following accounts: ,

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorizes the Director of Purchasing to execute a phase 3 engineering services contract for the construction of both the Galena Blvd and New York Street Two Way Conversion and the Lake Street and River Street two Way Conversion with Thomas Engineering Group in the amount of $123,309.40
