Request approval of a three-year agreement for Check Point Firewall platforms and related software and peripherals maintenance with Konsultek, of Elgin, Illinois for an amount not to exceed $312,510.18.
PURPOSE:
This purchase would renew the Check Point firewall and related software and peripheral support and maintenance contract for three years, with payments due annually.
The Check Point solution also provides a Virtual Private Network (VPN) solution that allows remote employees to connect securely to the City network. Remote employees include personnel in City vehicles (including Public Safety vehicles) and field staff on location remote City facilities and job sites.
BACKGROUND:
As part of the IT Division's ongoing reduction of duplicative services, IT staff has worked towards standardizing the City network firewall platforms on the Check Point solution. The Check Point solution has been utilized successfully by APD staff for nearly 10 years.
The proposed Check Point license agreement covers all City employees and eliminates the need to continue licensing the Cisco Firewall/VPN solution utilized by non-APD staff.
DISCUSSION:
This purchase will be made from account 101-1380-419.38-26 with an annual budget amount of $676,510.00.
Pricing / Contracting: The final quote for the 3-year agreement is $312,510.18 with annual payments shown below:
- Year 1 Pricing: $100,696.84
- Year 2 Pricing: $104,091.13
- Year 3 Pricing: $107,722.21
Total Price: $312,510.18
This request is presented as a sole source from Konsultek as they are the Check Point partner on the current contract with the City. Check Point has extended additional discounts for renewal through Konsultek that are not made available to other resellers of the same product. Please see attached “Partner-Account Certification” letter.
IMPACT STATEMENT:
Without the Check Point solution in place, personnel in City vehicles (including Public Safety vehicles) and field staff on location remote City facilities and job sites would not be able to access the City network.
RECOMMENDATIONS:
Approve a three-year agreement for Check Point Firewall platforms and related software and peripherals maintenance with Konsultek, of Elgin, Illinois for an amount not to exceed $312,510.18.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, This hardware is not currently in need of an equipment refresh and is still a viable hardware platform, it will however; need software updates and code modifications made available through this support agreement; and
WHEREAS, Konsultek, of Elgin, Illinois, has submitted a proposal in the amount of $312,510.18 which will be renewed on an annual basis for the desired maintenance; and
WHEREAS, Konsultek, of Elgin, Illinois, is the registered Value-Added Reseller (VAR) with Check Point for the City's desired service; and
WHEREAS, Konsultek, of Elgin, Illinois is able to obtain discounted rates for the desired maintenance services from Check Point which they pass on to the City; and
WHEREAS, pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation.
WHEREAS, The city’s annual base budget provides enough monies for this purchase in account 101-1380-419.38-26 with an annual budget amount of $676,510.00.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The City to approves a three-year agreement for Check Point Firewall platforms and related software and peripherals maintenance with Konsultek, of Elgin, Illinois for an amount not to exceed $312,510.18.
