SUBJECT:
Replacement of Three (3) rooftop Heating, Ventilation, and Airconditioning (HVAC) units. These rooftop units are self-contained systems that provide both heating and cooling. They are installed on the roof of the Aurora Police Department Headquarters and supply conditioned air to the Training and Support (TAS) Facility.
PURPOSE:
To obtain approval to accept low bid from Artlip and Sons, Inc. for the replacement of three (3) roof top heating, ventilation, and air-conditioning units located at the Aurora Police Department Training and Support (TAS) Facility.
BACKGROUND:
The Central Services Division evaluated the six (6) roof top heating, ventilation and air-conditioning units at the Aurora Police Department Headquarters Training and Support (TAS) Building, located at 1200 E. Indian Trail. In 2024, three of the units were replaced after a formal bid process. The final three have exceeded the recommended fifteen-year service life, requiring increased maintenance, and have become less reliable.
Funding for the replacement of the three-rooftop heating, ventilation and air-conditioning units was originally approved in the City’s 2025 Budget. However, due to unforeseen circumstances, the project was not completed in 2025, and the allocated funds were carried over into the 2026 Budget in account 101-4411-417.38-05.
DISCUSSION:
The City solicited Bid 26-028 "Replacement of Three (3) Rooftop Units - Aurora Police Department Headquarters" and received three responsive bids. On June 10, 2026, the bids were publicly opened, and Artlip and Sons, Inc. submitted the lowest responsible bid of $297,430.00.
A ten percent (10%) contingency of $29,743.00 is requested for this project.
The bid documentation, bid tabulation, and bid submissions are attached.
Monies to satisfy the cost of this project are budgeted in account 101-4411-417.38-05.
Artlip and Sons, Inc. has no outstanding debt with the City of Aurora.
IMPACT STATEMENT:
Although a limited number of parking spaces near the Training and Support (TAS) Building will be temporarily closed during the installation, no disruptions to operations are anticipated. There will be no impact on the public or staff.
RECOMMENDATIONS:
It is recommended that the City Council adopts a resolution authorizing the acceptance of the low bid from Artlip & Sons, Inc. for the replacement of three (3) rooftop heating, ventilation and air-conditioning units in the Aurora Police Department Headquarters Training and Support (TAS) Facility in the amount of $297,430.00 and a ten percent (10%) contingency of $29,743.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Central Services Division evaluated three (3) rooftop heating, ventilation and air-conditioning units at the Aurora Police Department Headquarters Training and Support (TAS) Building, located at 1200 E. Indian Trail; and
WHEREAS all three units were found to have exceeded the recommended fifteen-year service life, require increasingly frequent maintenance, and have become less reliable; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorizing the acceptance of the low bid from Artlip and Sons, Inc., Aurora, IL for the replacement of three (3) rooftop heating, ventilation and air-conditioning units in the Aurora Police Department Headquarters Training and Support (TAS) Facility in the amount of $297,430.00 and a ten percent (10%) contingency of $29,743.00 and authorizing the Purchasing Director is hereby authorized to issue the necessary purchase order.
