A Resolution authorizing the award of a contract to Schroeder Asphalt Services, Inc. in the amount of $2,314,894.95 for the 2024 Citywide Right-of-Way Maintenance Project.
PURPOSE:
To award a Construction Contract for various maintenance projects throughout the City.
BACKGROUND:
The City maintains over 530 centerline miles of streets that include sidewalks, pavement markings and bike paths. Staff has identified nearly 37,000 square feet of deteriorated sidewalks, over 27,000 square yards of deteriorated pavement and over 21 miles of pavement markings that need to be replaced. This project will also include overlaying bike paths, crack sealing, and other miscellaneous maintenance work throughout the City.
DISCUSSION:
This project was advertised on May 26, 2024 in the Aurora Beacon News, several vendors viewed the documents from the City's website and bids were opened and publicly read on June 12, 2024. The bid tabulation for the two bids received is attached as Exhibit 'A'. The lowest responsible bid was submitted by Schroeder Asphalt Services, Inc. of Huntley, IL in the amount of $2,314,894.95 which is 17.8% less than the Engineer's Cost Estimate.
The local preference ordinance applies to this project, but the local Contractor bid was not within range of the low bid for consideration.
We recommend awarding the 2024 Citywide Right-of-Way Maintenance Contract to Schroeder Asphalt Services, Inc.

IMPACT STATEMENT:
Construction will begin in July and be completed by November. Only minor impacts to local traffic are expected.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, it is necessary and desirable to repair sidewalks, streets and bike paths and perform various maintenance projects throughout the City; and
WHEREAS, bids were received and publicly opened and read on June 12, 2024 with bid tabulation attached hereto and incorporated as Exhibit 'A'; and
WHEREAS, Schroeder Asphalt Services, Inc., PO Box 831 Huntley, IL 60142 was the lowest responsible bidder in the amount of two million three hundred fourteen thousand eight hundred ninety-four and 95/100 Dollars ($2,314,894.95); and
WHEREAS, the 2024 City Budget provides funds in the following accounts:

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Schroeder Asphalt Services, Inc. for the unit prices shown within the bid as set forth in Exhibit 'B'.
