SUBJECT:
A Resolution Authorizing the Purchase of an Exterior Payment Kiosk for Revenue & Collection Division to Receive Payments on City of Aurora Accounts.
 
PURPOSE:
To obtain the City Council's approval of the attached resolution that would authorize the purchase of an exterior payment kiosk for City of Aurora payments and provide for annual maintenance.
 
BACKGROUND:
We have been exploring options to increase our customer service without adding staff or increasing the work load on current staff.  A payment kiosk does both of these.
 
DISCUSSION:
A payment kiosk that can be accessed by the public at any time provides the ability to pay a city bill when our lobby is not open.  The kiosk will facilitate the completely automated processing of payments (i.e. without staff having to handle the payments).  Currently, the kiosk only accepts water bill payments.  However, the vendor is developing the capacity to process other types of payments such as parking fines.  The expanded functionality is expected to be available in 2015.  We have confirmed that the payment kiosk is compatible with any of the enterprise resource platforms that the city is considering for implementation.
 
The purchase price of the kiosk is $38,349.00.  The cost of maintenance for the first year is included in the purchase price.  After the first year annual maintenance cost will be $3,600.00 for software (Sungard Fusion) and $5,170.00 for hardware (Adcomp Systems).
 
IMPACT STATEMENT:
Little or no impact on any city department.
 
RECOMMENDATIONS:
That the City Council adopt the attached resolution that will authorize the purchase of a payment kiosk through Sungard Public Sector and provide for annual maintenance.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, the City of Aurora would like to offer the ability for customer to pay bills during periods of time when the city is closed for business, and
 
WHEREAS, budget of $39,000.00 was approved in account 340-2523-415.63-99 for 2014 and carried over into 2015, and
 
WHEREAS, pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source Sungard Public Sector and maintenance from Sungard Fusion and Adcomp Systems; and
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorize the purchase of a payment kiosk from Sungard Public Sector in the amount of $38,349.00 and maintenance fees from Sungard Fusion and Adcomp Systems.
