Resolution to Reject All Bids for Randall Road and Greenview Drive Sidewalk Project.
PURPOSE:
To obtain City Council approval to reject all bids received for the Randall Road and Greenview Drive Sidewalk Project.
BACKGROUND:
In an on-going effort to improve accessibility and safety for pedestrians and school children, the City Engineering staff had applied for Safe Routes to School (SRTS) federal funding for Randall Road and Greenview Drive sidewalk project. The project was awarded the funds with the federal share not to exceed $50,097.00 for both Construction and Construction Engineering, the local share is $44,000.00 (approx.). The total cost of the project was estimated to be approximately $94,000.00. The proposed sidewalk fills a gap in the existing system and provides access to West Aurora High School, Freeman Elementary School and Hermes Elementary School respectively.
The proposed work consists of constructing a 5 foot wide PCC sidewalk on the west side of Randall Road between Galena Boulevard and Garfield Avenue thus filling the existing sidewalk gap. Similarly a 5 foot wide PCC sidewalk is proposed to go on the west side of Greenview Drive between Hankes Avenue and Sheffer Road.
DISCUSSION:
The project was advertised in IDOT's bulletin for a period of 21 days, a requirement for projects using federal funds. The project was also locally advertised through the notice to bidders as the project was to be locally let. The bids were opened on December 13, 2017. A total of eight submittals were received.
The lowest bid was received for $97,365.70 which is about 16% higher than the engineer's estimate ($83,556.35) for construction of the project.
As such, the Engineering staff recommends that all bids be rejected and the project be modified with some of the current pay items to be completed by City staff and re-advertised early 2018 for June-July construction when the school is closed for summer vacation. The Engineering Dept. believes that modifying the project will provide clarity on the expected construction dates, pay items and would prove to be better and advantageous for the City.

That the Mayor and City Council authorize the Director of Purchasing to reject all bids received on December 13, 2017 for Randall Road and Greenview Drive Sidewalk Project for the Engineering Department.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Engineering Department believes that it is in the best interest of the City of Aurora to reject all bids received on December 13, 2017 for Randall Road and Greenview Drive Sidewalk Project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Hereby authorizes the Director of Purchasing to reject all bids received on December 13, 2017 for the Randall Road and Greenview Drive Sidewalk Project.
